사립대학의 재정여건과 등록금 및 장학금의 관계 분석

국문 초록

이 연구는 2012년 대학정보공시 자료를 토대로 사립대학의 재정여건과 등록금 및 장학금의 관계에 대해서 실증적으로 분석함으로써 이들 간의 연관성을 밝히고 정책적 시사점을 도출하는 데 목적이 있다. 이를 위해서 사립대학을 일반대학(최종분석 145개교)과 전문대학(최종분석 132개교)으로 구분하여 각각에 대해서 사립대학의 재정여건과 등록금(sticker tuition fee) 및 장학금의 관련성 분석, 순등록금(net tuition fee)에 대한 재정여건의 영향 분석, 대학 특성별 재정여건, 등록금, 장학금의 차이분석 등을 실시하였다. 재정여건 변수에는 학생 1인당 기부금, 학생 1인당 교비회계 누적적립금, 학생 1인당 법정부담금 부담액, 학생 1인당 수익용기본재산 보유액, 학생 1인당 정부재정지원사업비 지원액 등이 사용되었다. 사립 일반대학의 경우 재정여건 변수 가운데 기부금, 수익용기본재산보유액, 정부재정지원액이 순등록금에 부적인 영향을 주었다. 반면 사립 전문대학의 경우 재정여건 변수 가운데 기부금과 수익용 기본재산보유액이 순등록금에 정적인 영향을 주었다. 대학 소재지별 등록금, 장학금, 재정여건 차이를 분석한 결과, 수도권 대학이 지방 소재 대학보다 등록금 수준은 높고 재정여건은 양호하지만, 장학금 지급액은 적거나(전문대학의 경우) 차이가 없는(일반대학의 경우) 것으로 나타났다. 대학 규모별로는 대규모 대학이 소규모 대학보다 재정여건은 양호하지만 장학금 지급액에서는 차이가 없는 것으로 나타났다. 분석 결과를 토대로 대학의 순등록금 인하를 위하여 사립 일반대학과 전문대학에 대해서 각각 차별적인 정책으로서, 전자에 대해서는 기부금 확대정책을, 후자에 대해서는 교내장학금 확대정책을 제안하였다.

영문 초록

The purpose of this study is to find the practical relations between financial condition and scholarship as well as tuition fee of private universities and draw their policy implications by analyzing empirically about them. To achieve this, private universities are divided into university and college and then, the Correlation Analysis between financial condition and scholarship as well as tuition fee about each of them and ANOVA is conducted according to the characteristics of universities. The results are as follows. In case of private universities, there are off-campus scholarship, donation, legal allotment as variables of negative correlation. On the other hand, off-campus scholarship and donation have positive correlations with financial variables and the government's financial support amount has positive correlation with scholarship as well as tuition fee. Next, in private colleges, tuition fee and scholarship, scholarship and reserves for the year of college accounting system have negative correlation between them. While the government's financial support amount has a positive correlation with off-campus scholarship, it has no correlation with tuition fee. As a result of analyzing the differences of tuition fee, scholarship and financial conditions according to the locations of universities, tuition fee is more expensive and financial condition is better in metropolitan universities than those of local university but there is little(in case of college) or no(in case of university) differences in the amount of scholarship. Depending on the scales of universities, financial condition of large-scale university is superior to small-scale university but there is no difference in the amount of scholarship.
