전문대학 교육역량 강화사업 효과성 평가

국문 초록

이 연구는 ‘전문대학 교육역량 강화사업’의 본격적 시행 4년차에 접어든 현 시점에서 사업의 효과성을 심층적으로 평가하고, 그 결과에 근거하여 향후 개선을 위한 정책적 시사를 추출하는 것을 주목적으로 시도하였다. 지원대학과 미지원대학간 교육여건 및 성과지표값 변화 비교를 통하여 교육역량 우수대학 사업의 실제 투자 효과를 알아보기 위하여 기술적 분석(descriptive analysis)과 이중차감모형(difference in differences)을 이용하였다. 통계 분석 결과, 전문대학의 교육역량을 나타낸다고 할 수 있는 취업률, 재학생 충원율, 그리고 전임교원확보율의 경우, 교육역량강화사업의 미지원 대학 대비지원 대학에 대한 순사업성과(net effect)는 없는 것으로 나타났다. 그러나, 이러한 결과에 대해 교육역 량강화사업이 미지원 대학의 상기 3개 지표값 향상 노력 유도에 기여하였다는 해석도 가능하다. 아울러 사업설계상의 ‘교육역량’ 개념의 모호성과 단년도 사업 시행이 초래하는 투자 단절의 부정적 효과, 그리고 교육투자 효과 발현의 장기성 등도 통계분석 결과의 해석 시 고려해야 한다. 사업 성과 개선을 위하여 보다 명확한 사업 목표 설정과 이에 따른 구체적 성과지표의 제시, 논리적·과학적 근거에 바탕한 지표의 선정 및 이의 일관된 사용, 그리고 선정 대학에 대한 다년간 지원 등이 필요하다.

영문 초록

This study attempted to (i) evaluate the effectiveness of the 'Education Capacity Enhancement Project for Junior College' and (ii) draw meaningful policy implications for improving the project based on the evaluation results. In order to distinguish the real net effect of the project by comparing junior colleges subsidized with those not subsidized, author used descriptive analysis and difference in differences model. Evaluation results showed that with respect to 3 main indicators, which are employment rate, the ratio of students enrolled to the enrolment quota, and the ratio of full-time regular faculty to the number of full-time regular faculty required, there was no net effect of the project on the performance improvement of junior colleges subsidized, compared to those not subsidized. However, this result may indicate that the project made a contribution to inducing junior colleges not subsidized to make efforts to enhance their performance of 3 indicators mentioned above. The accurate interpretation of the evaluation analysis results requires caution because (i) the concept of 'education capacity' is not clearly defined and (ii) in general it takes longer time to see the expected effect of education investment. Policy implications drawn are as follows: (i) the objectives of the project need to be clearly defined and performance indicators need to be specified accordingly; (ii) performance indicators should be selected or developed on the basis of scientific evidence and consistently used for several years without changes; and (iii) junior colleges selected need to be subsidized for certain number of years.
