고령화 시대의 노인 범죄 현황과 교정복지적 대책

국문 초록

우리나라는 2000년을 기점으로 노인 인구가 전체 인구의 7% 이상을 차지하는 고령화 사회에 진입하였고, 이러한 추세라면 2018년에는 노인 인구가 14% 이상을 차지하는 고령 사회가 될 것으로 예상하고 있다. 이러한 우리나라의 노인 인구의 증가속도는 세계에서 그 유례를 찾아보기 힘들 정도로 빠르게 진행되고 있지만 이러한 노인 인구의 증가에 대비한 제도적인 대책들은 미흡하여 빈곤, 질병, 고독, 소외 등 다양한 노인 문제들이 발생하고 있다. 이와 함께 사회적으로 문제가 되고 있는 것 중 하나는 노인 범죄 문제이다. 1995년에는 전체 범죄자 가운데 61세 이상 노인의 범죄 비율은 1.8%였다. 그러나 2006년에는 4.3%로 2배 이상 증가한 것이다. 그동안은 노인 범죄 수가 많지 않아 노인 범죄 문제가 관심이 되지 못하였지만 이제는 전체 범죄 중에서 노인 범죄가 차지하는 비율이 늘어나고 있어 이에 대한 다음의 교정복지적 대책 마련이 필요하다. 첫째, 공적 연금 제도가 확대되어야 한다. 둘째, 노인을 위한 상담 프로그램 개발 및 확대가 필요하다. 셋째, 재범 방지를 위한 노인의 교정복지 프로그램이 개발되어야 한다. 넷째, 역모기지 제도의 적극 홍보 및 확대 실행이 필요하다. 다섯째, 취업 알선 및 고령자 고용촉진을 활성화 시켜야 한다. 앞으로 노인 인구의 증가와 함께 노인범죄자 수가 계속 증가할 것으로 보인다. 따라서 노인 범죄 예방에 노력을 기울여야 하며 이러한 대책 마련을 위해 앞으로 노인 범죄와 관련하여 많은 연구가 이루어져야 할 것이다.

영문 초록

Korea is become an aging society that the elderly account for more than 7 percent of the total population in 2000. In trend, we expect aged society in 2018 which accounts for more than 14% of the elderly population. Though the growth rate of the elderly population of our country is too fast to find hard another example in the world, the institutional measures about this are insufficient. So the various senior problems that the lack of poverty, sickness, loneliness, alienation, and so on are arising. In addition, Elderly crime is the one that socially issued. In 1995 the rate of the whole of criminals aged over 61 was 1.8 percent. However, in 2006 an increase of 4.3% is more than twice. Meanwhile, the Elderly crime is not a big issue because the number of the elderly do not have a lot of crime, but the correctional welfare measure is necessary to protect increasing proportion of elderly crime. First, the public pension system should be expanded. Second, the development and expansion of counseling programs for the elderlv is needed. Third, recidivism prevention program for correctional welfare of the elderly should be developed. Fourth, actively promote and expand the reverse mortgage loan program execution is required. Fifth, to promote job placement and employment of the elderly should be activated. Future with the increasing elderly population is expected to be continued to increase the number of elderly offenders. Therefore, we continue our effort to prevent the elderly crime and many studies of the elderly with regard to crime will be needed.
