먹을거리의 탈정치화와 대응에 관한 연구

국문 초록

개인과 사회의 관점에서 먹을거리가 가장 핵심적인 문제이고, 정치적인 문제임에도 불구하고, 현실에서는 그렇게 다루어지지 않고 있다. 본 연구에서는 그러한 결과를 가져온 요인으로 현대 먹을거리의 탈정치화에 주목했다. 본 연구에서는 세계식량체계와 식품산업의 먹을거리 탈정치화의 이유를 밝힌 후 세계 식량체계 그리고 그것의 주요행위자인 식품산업과 관련하여 먹을거리의 탈정치화와 그 대응에 초점을 맞추었다. 세계식량체계의 먹을거리 탈정치화와 관련하여 세계식량체계의 지배, 먹을거리 생산자와 소비자의 분리, 먹을거리의 상품화, 저가 먹을거리의 공급, 인스턴트 식품위주의 식생활 등을 중심으로 다루었다. 식품산업의 먹을거리 탈정치화와 관련해서는 광고활용, 홍보이용, 마케팅 전략의 활용, 전문가시스템의 구축, 법률소송, 식품표시제의 활용, 정치권에 로비와 회전문 인사 등을 지적했다. 본 연구에서는 먹을거리 탈정치화의 대응의 필요성으로는 생산자와 소비자의 피해 완화, 먹을거리 문제점 해결과 대안 식량체계의 모색, 먹을거리의 공공성의 강화, 로컬푸드의 복원과 지역 활성화를 들었다. 먹을거리 탈정치화에 대한 대응으로는 지역식량체계의 구축을 위한 슬로푸드운동과 로컬푸드운동, 식량권과 식량주권과 관련된 움직임, 음식시민 양성 움직임을 다루었다. 결론에서는 먹을거리의 탈정치화의 문제를 극복하고, 지속가능한 식량체계의 발전을 위해서 식량주권, 식량권을 위한 움직임과 음식시민의 양성에 관심을 가질 필요가 있다는 것을 주장했다.

영문 초록

Although the issue of food is important and political on the individual and social levels, the de facto situation does not treat the issue as such. The current research investigated the depoliticization of modern food which caused such results. After reviewing the reasons of depoliticization, this study focused particularly on the global food system, depoliticization associated with major agent, food industry and the countermovements. In this study, the researcher argued that the current global food system has brought about the depoliticization of food. In this regard, the researcher illustrated the dominance of the global food system, the separation of food producers from food consumers, the commercialization of food, the supply of inexpensive food, instant food-oriented eating habits, the disregard for food education, and so forth. Regarding the food depoliticization of major players under the global food system, this paper additionally addressed the use of advertizement and promotion, the use of marketing strategies, the establishment of expert system, law suits, lobbying politicians and resulting revolving-door personnel changes, the use of labelling standards, and etc. Pertinent to possible countermovements to the food depoliticization, this paper pointed to the necessity of the following: abating damage on the parts of food producers and consumers, seeking resolutions to food problems and alternative food systems, beefing up the public nature of food, restoring local food, and revitalizing the regional economies. In terms of the countermovements to food depoliticization, movements towards building a local food system, the right to food, and food sovereignty, and the nurturing of food citizens were covered as well. This paper concluded by stressing that in order to overcome the problems resulting from food depoliticization and develop a sustainable food system, a need arises as to movements towards food sovereignty and the right to food, and training food citizens.
