국문 초록

함부르크 시의 ‘성장하는 도시’ 정책, 즉 창조도시론은 현재 전세계적으로 긍정적으로 수용되고 있지만, 젠트리피케이션 등의 폐단을 수반하고 있다. 여기에 대한 대안과 비판은 엘리트 창조계급만이 아니라 모든 시민들의 ‘도시에 대한 권리’를 주장하는 인권도시가 있다. 이 글은 노동자 주거구역이었던 함부르크 골목구역 12채 건물에 대한 보전 운동을 통해, 젠트리피케이션의 역사가 19세기부터 전개되었다는 것을 밝히고, ‘성장하는 도시정책’의 명암과 그 대안인 콤 인디 겡에의 골목구역 프로젝트를 분석하였다.

영문 초록

Hamburg’s development politics like "metropolis Hamburg - a growing city" demonstrates an important economic and demographic growth during 1997 to 2008. Beyond the positive factors with the idea of creative city, only selected class of people are involved in the city's active living, the others experience only gentrification. The Gängeviertel, where the Hamburg's working class and dockworkers had lived, will be analysed as a historical important place of the gentrification since the end of the 19'century. This paper focuses on the actual Hamburg's movement of the initiatives "Komm in die Gänge“ and " Right to the City", which took over the last 12 buildings of the Gängeviertel. The Gängeviertel Project, with the slogan ”the city is neither a business nor a brand, but a community" could be an example of an alternative and sustainable solution for better living in the urban area of the Hamburg.
