국문 초록

본 연구는 증가하는 학령기 북한이주학생들의 성공적인 학업 성취를 위한 교육과정 편성과 운영에 대한 제언과 이 과정에서 나타난 한국 교육에 대한 이해를 본 연구의 목적으로 하고 있다. 이를 위해 북한이 주학생들을 직접 지도하고 있는 각종 기관에 소속되어 있는 전문가들을 초청하여 집중집단면담을 하였다. 면담은 2009 개정 교육과정 문서상 문구들을 질문으로 변환하여 사용하였으며, 이에 대해서 참석한 전문가들은 이야기 형식으로 그동안 겪은 경험을 제공해 주는 방식으로 진행되었다. 결과와 시사점은 첫째, 북한이주학생들도 남한학생들처럼 개별적인 특수성이 존재하며, 교육과정 편성과 운영은 이에 적합하도록 다양성을 발휘해야 한다. 둘째, 교육과정 편성, 운영, 지원에 있어서 북한이주학생들의 다양한 정체성에 어울리는 유연성을 극대화 시켜야한다. 셋째, 국가와 지역으로부터 물적, 인적 자원이 충분히 제공되어야하며, 특히 지역 사회 기관과 단체와의 연계를 적극 활용해야 한다. 마지막으로 이와 같은 교육과정 편성과 운영들은 특정 대상인 북한이주학생들만을 위한 것이 아니라 한국 교육에서 학력이나 기타 배경이 부족한 학생들이 모두 해당된다는 것을 이해할 수 있었고, 이는 한국 교육이 그동안 소수자들을 소홀하게 대했다는 것을 알 수 있는 계기가 되었다.

영문 초록

I begin this study with a critical mind reflecting on problematic issues about the North Korean migrant student in school. Thus, in this study, I attempt to give a few suggestions to school curriculum development and management for successful North Korean migrant student performances. For achieving this purpose, I invited experts in school as well as alternatives educational institutes and conducted focus group interviews through a method of narrative. I used a questionnaire based on 2009 national curriculum reform. I found four major orientations for the school curriculum development and management. First, North Korean migrant students have various identities according to their previous lives that school curriculum should consider their diversities to develop and manage. Second, therefore, school curriculum should take its maximum flexibilities to be apt for the North Korean migrant student. Third, also, the nation and local government should support each school in a big portion of facilities, human resources, and especially construction on a practical network with local social groups and institutes. Lastly, I found these suggestions are not only for North Korean migrant students but also for the South Korean student who are in low level of school performance and have a poor family background in terms of symbolic capital. This implies that school curriculum in South Korea has been neglecting minorities in terms of development, construction, and management.
