국문 초록

이 연구의 목적은 학교구의 교육재정 차이에 따른 교원성과급제도 적용의 지리적 패턴을 분석하고 이에 따른 시사점을 도출하는 데 있으며, 이러한 연구목적을 달성하기 위한 방법으로 미국 플로리다 주 교원성과급 프로그램인 MAP(The Merit Award Program)를 사례연구 대상으로 선정하였다. 플로리다 주 내의 각 학교구의 MAP 적용 여부와 각 학교구의 교 육예산, 교원 급여, 가계 소득 등의 관련 정보 자료를 지리정보시스템 GIS ArcMAP 10을 활용하여 분석하였다. GIS 분석은 공간적(지역적) 특성을 토대로 관련 정보를 맥락적으로 종합할 수 있다는 장점으로 인해 교육, 재정, 보건 등 거의 모든 전문분야에서 활용되고 있다. 특히 최근에는 교육재정과 학교선택제를 주제로 한 연구에서 많이 활용되고 있다. 주요한 연구결과는 다음과 같다. 첫째, MAP를 도입하고 있는 학교구는 가계 소득과 지역 교육예산의 규모에 따라 지리적으로 편중된 분포를 나타냈다. 둘째, 지역 교육예산 규모와 교원 급여 수준 간 일치도는 52.24% 수준으로 분석되었으며, 예산 규모가 작고 교원 급여 수준이 낮은 학교구는 MAP 프로그램을 적용하지 않는 것으로 나타났다. 셋째, 우수교원을 확보하고 이를 통해 학생의 학업성취도를 향상시키기 위한 MAP 프로그램은 지역의 교육예산 규모에 따라 도입여부가 결정되고 있는 것으로 나타나 지역간 교육격차를 더욱 심화시킬 가능성이 높은 것으로 나타났다. 이상의 연구결과를 토대로, 먼저 지역 간 교육예산 불균형으로 인해 교원성과급 도입여부가 결정되지 않도록 연방 및 주정부 차원의 재정보조방식 개선이 이루어질 필요성, 즉 우수교원 확보를 통한 학생의 학업성취도 향상 의지가 지역의 교육예산 규모에 의해서 좌우되어서는 안 됨을 제시하였다. 마지막으로 우리나라 지역간 교육재정 여건 차이 극복에 주는 시사점을 제안하였다.

영문 초록

This study examines the geographic pattern on the inequity of inter-district school funding in conjunction with a performance-based pay for teachers. Using the Geographic Information System, this study detects a geographically clustering patterns of the median household income, local school funding, teacher salary, and the Merit Award Program plan. The findings of this study are as follows; first, school districts are not evenly dispersed by a median household income and the ratio of local school funding over total. Second, the geographical pattern of teacher salary corresponds with the inequity of inter-district school funding in 52.24 percent. Third, school districts which spend lower local fund and pay less salary for teachers are not adopted the MAP. At the end of the paper, the study discussed the improvement of federal and state governments’ policy of subsidizing local school funds and the implementation of organizational behavior at the school district level. And also suggested some implications for Korean teacher performance pay system.
