국문 초록

조정비용이 존재하는 경우, 재정정책 조정과정에 임의보행 영역과 균형회복 영역의 두 가지 영역이 존재할 수 있다. 이 같은 개념에 기초하여 본 연구는 기존 연구들의 선형의 단위근검정법 및 공적분검정법과 더불어 임계자기회귀모형과 임계공적분모형을 이용하여 재정정책 지속가능성을 검정하였다. 본 연구의 실증분석은 우리나라를 비롯한 14개 OECD 국가들을 포함하며 주요 분석결과는 다음과 같다. 재정적자 시계열에 대한 선형의 자기회귀모형을 적용한 단위근 검정결과에서는 대부분의 국가에서 압도적으로 지속가능성 가설이 기각되었다. 반면, 임계자기회귀모형을 적용한 결과에서는 미국을 제외한 모든 국가에서 재정정책 조정과정에 영역전환이 존재하고 지속가능성과 부합하는 결과가 발견되었다. 선형의 공적분검정에서는 4개국을 제외한 국가들에서 재정수입과 지출 사이에 장기균형관계가 존재한다는 증거가 발견되었다. 반면, 임계공적분모형을 적용한 결과에서는 5개국에서만 수입-지출 장기균형관계에 임계효과가 존재한다는 증거가 발견되었다. 이는 재정적자의 비선형 조정이 반드시 지출-수입의 비선형조정을 의미하는 것은 아님을 의미한다. 선형 및 비선형 모형의 종합적인 결과는 14개 표본국가들의 재정정책이 지속가능한 범위 내에서 운영되었다는 것을 보여준다.

영문 초록

In the presence of adjustment costs, the fiscal policy may transit from one regime with random walk to the other regime, lacking any forces toward long-run equilibrium. Based on this notion, this study tests fiscal sustainability using threshold autoregression models and threshold cointegration models, together with conventional linear models. The empirical test includes 14 OECD countries including Korea and its main findings are as follows. Linear unit root test for time series of fiscal balance rejects overwhelmingly the sustainability of fiscal policy. In contrast, the test using the TAR models finds that fiscal policies of the majority of the sample countries are consistent with sustainability. Linear cointegration test supports that the joint movements of fiscal expenditures and revenues are consistent with long-run equilibrium in 10 countries. On the other hand, threshold cointegration test only finds evidence in favor of transitional cointegration relation in 5 countries. This implies that nonlinear adjustment fiscal balance does not necessarily imply nonlinear adjustment of its components. The overall result indicates that 14 sample countries run fiscal policy within the sustainable ranges.
