민간경비분야의 CPTED 도입실태 및 개선방안에 관한 연구

국문 초록

CPTED는 건축물의 설계 및 도시계획 수립시 경제성과 편의성만을 고려한 건축설계로 우범지대 발생 및 범죄에 대한 공포 유발공간 (offensible space) 등 범행기회의 증가로 한정된 경찰의 범죄예방에 한계가 드러남에 따라 도보순찰․차량순찰 등과 같은 인력투입식 예방활동에서 탈피하여 범죄를 유발하는 물리적 환경의 개선을 통하여 범죄행위의 위험도와 곤란도를 높이는 전략이다. 즉, 물리적․공간적 범행기회의 차단을 통해 잠재적인 범죄자의 입장에서는 검거의 위험을 증 가시키는 접근방법이다. 이 연구의 목적은 민간경비분야에서의 CPTED 도입실태와 효율적 개선방안을 제시하는데 있다. 이 연구에서는 CPTED의 이론적 배경과 원리를 고찰하고, 국내의 CPTED 도입실태 및 문제점, 민간경비분야에의 적극적 도입을 위한 선행연구 및 실무자료에 대한 접근을 통해 타당성 및 향후 도입방향에 대해 논의하였다. 연구 및 산업분야 활성화의 근본적인 대책 중 하나가 법제도적, 정책적 지원방안이라 할 수 있다. 그동안의 연구진행정도나 사회적(산업적) 필요성을 고려한다면 이제는 직접 관련이 있는 제도를 마련하고 다양한 지원대책이 있어야 할 시점이라고 판단된다. 해외사례에서 나타난 바와 같이 CPTED 선진국에서는 그 효과성을 인식하고 제도적인 강제규정이나 인증제도와 같은 선택적 규정 등 다양한 대책을 마련하고 있는데, 이러한 사례들을 참고하여 국내 현실에 부합한 대안이 제시되어야 할 것이다.

영문 초록

The limited boundary of police's crime prevention was exposed because of the architectural design, which only considered the economic efficiency and convenience at the time of designing and establishing the city plan of a building, increased a chance for the occurrence of a crime-ridden district and offensible space toward crime. The corresponding strategy is CPTED, which increases the degrees of hazard and difficulty of criminal act through the improvement of physical environment that causes crime by breaking away from the kind of prevention act of committing manpower such as a foot patrol and police car patrol. In other words, it is a method of approach that increases the hazard of getting arrested from the potential criminal's point of view by blocking the physical and spatial chances for crime. This study purports to provide the condition of introducing CPTED in the private security field and its effective method for improvement. In this study, we contemplated on the theoretical principle and background of CPTED, discussed the condition of introducing CPTED in Korea and its problems, researched the precedent cases for active introduction in the private security field, and discussed its validity and the direction for the future introduction through approaching the actual data. One of the fundamental steps for the vitalization of research and industrial field could be the measures for supporting legally and politically. Considering the degree of research progress or the social(industrial) necessity, it is judged that now is the time for various supporting measures and preparing a system that is directly relevant. As they are shown in foreign examples, the advanced countries for CPTED have recognized its effectiveness and prepared various measures such as systemically enforced regulations or selective regulations like certification system. By consulting these examples, the measures that coincide with the reality of Korea must be provided.
