국민임대주택 공급의 성과분석에 관한 소고

국문 초록

관리측면에서 국민임대주택 공급의 성과분석을 위해 본 연구에서는 크게 재정적성과, 재산상태, 주거만족도, 관리성과의 네 가지 측면에서 임대주택 공급의 성과를 평가해 보았다. 분석 결과 재정적 성과 측면에서 임대료와 관리비 연체율은 상대적으로 양호한 모습을 보인 반면, 임대주택 관리를 위한 수선충당금은 적립 기준의 미비와 주민들의 공동체 의식 부족으로 장기적으로 문제가 될 것으로 조사되었다. 국민임대주택의 물리적 특성과 관련해서는 건물특성을 중심으로 한 국민임대주택의 물리적 특성은 상대적으로 양호한 것으로 나타났으나 실내환경이나 유지관리 측면에서 국민임대주택에 만족하는 가구의 비율은 50% 수준을 넘지 않는 것으로 조사되었다. 이상의 분석 결과를 토대로 본 연구에서는 국민임대주택 장기 연체자의 관리방안마련이 필요하며, 장기수선충당금 문제의 해소방안으로 단지 내 커뮤니티 활성화, 건물외관과 함께 실내환경과 유지 관리서비스의 제고노력이 필요하다는 점을 제시하였다. 또한, 임대주택의 관리성과를 나타내는 주요 지표인 이주율에 대한 통계자료 조사가 필요하며, 이를 토대로 비자발적 이동을 줄임으로써 관리측면의 효율성 제고가 필요함을 제안하였다.

영문 초록

Considering the role and stock of long-term public rental housing, it is vital for upgrading its efficiency through persistent monitoring system. Prior researches concerning to evaluation of rental housing performance have been carried out partly in terms of policy efficiency, affordability and financing burden of development agency but there was not a comprehensive evaluation of long-term housing development performance. Performance indexes compose of four kinds of aspects of rental housing performance using prior researches. Among four kinds of indexes, financial aspects and management indexes shows somewhat low efficiency compared with other indexes relatively. In financial performance aspects, shortage of long-term repair reserve will be larger in the near future. From the viewpoints of management aspects, some regions shows more empty ratio compared with standard ratio. In relation with turn-over rate, at least 14 percent of people who reside long-term public housing want to move another house as early as they can. Policy makers need to consider performance results in management of long-term public housing and to find out factors affecting performance of public rental housing in order to upgrade its development performance.
