국내ㆍ일본 기업 사례 비교분석을 통한 임금피크제의 실행 효과와 그 향후 과제

국문 초록

본 연구는 국내 기업들이 도입하고 있는 임금피크제의 실행 배경, 실행 방법과 실행 효과를 분석하는데 그 목적이 있다. 또한 국내기업 사례와 일본 기업사례를 비교분석하여 향후 국내 깅버들이 임금피크제를 효과적으로 실행하기 위한 방안들을 탐색하고자 한다. 이러한 연구목적을 달성하기 위하여 임금피크제를 도입한 7개 국내기업과 3개 일본기업을 비교하였다. 비교분석을 통하여 연구자들은 국내기업과 인본기업들 간 임금피크제 도입배경과 그 실행방법에 있어서 차이가 있음을 발견하였다. 첫째, 국내 기업들은 한국 사회가 고령사회로 급속히 진입함과 동시에 연공급 임금체계에서 나타나는 인건비 부담을 줄이기 위한 방안으로 임금피크제를 실행하고 있다. 반면 일본기업들은 고령사회에서 나타나는 젊은 노동력 공급 부족을 극복하기 위해 고령인력의 경험과 지식을 활용하기 위한 방안으로 임금피크제를 실행하고 있다. 둘째, 일본 기업들의 경우 임금피크제와 함께 다른 인적자원관리 기법들을 동시해 실행함으로써 인적자원관리 기법 간의 정합을 유지하고 있다. 하지만 대부분의 국내기업은 고령근로자를 위한 직무개발과 교육훈련 프로그램의 병행적 실행 없이 임금피크제만 실행하고 있다. 국내 기업들의 인적자원관리 기법들 간의 내적 정합성 부재는 임금피크제 대상자들의 생산성 저하와 밀접한 관계가 있는 것으로 나타나고 있다. 셋째, 임금피크제 도입의 필요성에 대한 구성원의 합의 및 동의 수준의 차이는 제도에 대한 만족도의 차이로 이어졌다. 마지막으로 본 연구는 향후 국내기업들이 임금피크제를 효과적 실행하는데 도움이 될 몇 가지 실무적 방안을 제시하고 있다.

영문 초록

This study aims to examine the background, the operating ways, and the effects of the implementation of a wage-peak system, which has been introduced at Korean firms since 2003. It also performs a comparative analysis on the wage-peak system between the Korean and the Japanese firms. To realize the research aims, this study employs a comparative case analysis with seven Korean firms and three Japanese ones. This study finds differences in the reason behind the implementation of a wage-peak system, in the operating ways of a wage-peak system between the Korean and the Japanese firms. The first difference is that firms between two countries have different reasons behind the implementation of a wage-peak system. Most Korean firms adopted the system with a view to reduce labor costs. They have financial burdens coming from a seniority-based wage system as the Korean society with entering into the aged society. The Japanese society has already faced the lack of young labor supply under the aged society. Under such a situation in the Japanese labor market, the Japanese firms try to utilize old employees' job experiences. As a way of utilizing them, they adopted the wage-peak system. The second one is whether the wage-peak system is implemented as a single practice independently or as a package of other HR practices such as training and staffing programs. The Korean firms started to adopt the wage-peak system independently from other HR practices. There is no a synergy effect among the HR practices. Because of the lack of the synergy effect, employees with the wage-peak system under-performed in the productivity, which can be measured considering the wage and the productivity together. In contrast, the Japanese firms made efforts and investments to assign old employees to jobs suitable for their capabilities and skills, and to ease their physical burdens by installing mechanical facilities suitable for their physical conditions. Such efforts contributed to increase a synergy effect of HR practices, which led to enhance productivity. Lastly, it is found that different levels of employees' recognition and consent on the necessity of the adoption of a wage-peak system between the Korean and the Japanese firms.
