국문 초록

전통적인 위계적·하향적 정책과정을 넘어 정부-시장-시민사회 간 상호신뢰와 협력 및 파트너십에 입각한 새로운 조정양식인 거버넌스에 대한 관심이 증폭되고 있다. 그러한 상황에서 본 연구는 여성관련 정책영역에서 논의되는 젠더-거버넌스를 조망틀로 하여 서울시의 ‘여성이 행복한 프로젝트(여행프로젝트)’의 성격을 분석하였다. 이를 위해 젠더-거버넌스의 중층적 구조를 이론적으로 규명하였다. 즉 젠더는 정책내용(contents)으로, 거버넌스는 정책을 담아내는 과정 또는 틀(container)로 규정하여 각각의 특성을 논의하였다. 이러한 논의에 기초하여, 여행프로젝트를 젠더 관점과 거버넌스 관점에서 실증적으로 분석하였다. 분석결과, 젠더 관점에서 여행프로젝트는 그 표면적인 목적과 취지와는 달리 다양한 방식으로 발현되고 강화되는 여성과 남성간의 권력적이고 차별적인 구조를 밝히고 이를 시정하려는 젠더-개입적 목표를 달성하는 데는 한계가 있었다. 사업영역에 따라서는 오히려 여성성을 분리하고 성-고정관념을 고착화하는 성격을 보이기까지 하였다. 또한, 여행프로젝트는 여성의 경험과 시각을 정책과정에 적극적으로 개진하고 반영함으로써 민주적인 거버넌스가 가능하다는 주장과는 달리, 여행동반자-여행포럼-여행프로슈머-여행서포터즈의 활동은 과거의 위계적이고 하향적인 정책과정과 크게 다르지 않음을 발견할 수 있었다. 이러한 한계에 대한 논의에 따라, 여행프로젝트의 진정한 정체성을 정치적 논리와 행정적 논리에 입각하여 밝히고, 향후 대응방안에 대해 논의하였다.

영문 초록

Governance based on mutual trust and partnership among government-marketcivil society has been paid attention as an alternative way of public coordination. It is in sharp contrast to the hierarchial and top down way of coordination. In this context, applying the gender-governance as a conceptual framework, this study is to identify the nature of the Women-Friendly City Project(WFCP) initiated by the Seoul Metropolitan City Government. In doing so, the notion of gender-governance is defined, focusing on its multi-dimensionality, gender as policy content and governance as policy tool. Then, via a gender governance framework, the nature of the WFCP is empirically analyzed. The Findings are as follows. In terms of policy content, the WFCP tends to be far from its gender-involved rhetoric, women’s empowerment and improvement of gender relations. Rather, the WFCP re-enforces the gendered division of labour and gender stereotypes, either intentionally or unintentionally. In terms of governance, the WFCP is another form of hierarchical and top-down mode of public coordination. That is mainly because the main agents of the WFCP-Yeohang Parteners-Yeohang Forum-Yeohang Supporters- Yeohang Prosumers were involved nominally, not substantially. Also, their views or suggestions are not considered substantially. This reality of WFCP is quite different from its rhetoric. In accordance with the findings, this study addresses the very nature of the WFCP based on a conflict between adminstration logic and political logic, and then discusses its implications for gender governance.
