영문 초록

It is essential to have a local public choice model when to derive local expenditure function or cost function of local public services, because the level of public services is affected by local collective choice mechanism. Without any deliberately articulated description about how local public services are provided, it is impossible to get any empirical model to measure those functions. In order to develop a Korean local public choice model, the well-known median voter theory, the agenda control model, and the bureaucrat’s budget/slack maximization model of the US have been reviewed focusing on their applicability to the Korean context. As a result, any single model would be inappropriate for the Korean context, even though all of them cast good lights on the analysis of the Korean local expenditure decisions. With the analysis of the applicability of local collective choice models of the US and the deliberation about some indigenous fiscal characteristics of the Korean local public finance, a program maximization model has been presented for the Korean local public choice model. With the several assumptions, the elected mayor maximizes her utility in terms of the number of programs subject to the budget constraint. The maximization of programs is the way for the elected mayor to get the largest probability to vote for her which results in the maximization of her utility. This model gives quite different explanations to the current grants-in-aid system from what the American public choice models provide. For example, a block grant is preferred to lump sum grant or open-ended categorical grant, which is contradictory to the explanation of the median voter model. Owing to lack of relevant data, estimation of this model could not be presented at once, which is inevitably set aside for the future job.
