영문 초록

The purpose of this paper is to review the current literature on the theory of political rent-seeking activities, generally so called rent-seeking activities, which are prevalent in Korea Political rent-seeking activities are competitions which are socially wasteful, while most economists generally believe competitions could be the best solution for the optimal allocation of resources. The paper consists of five chapters. The second chapter examines conceptual aspects of political rent-seeking activities, including historical development of the political rent-seeking theory. Here we explore why we prefer the term ‘political rent-seekling’ to the term ‘rent-seeking’. The third chapter deals with normative aspects of political rent-seeking activities. Economic inefficiency in political rent-seeking activities is examined under different theoretical frameworks: partial eqilibrlum analysis, general eqilibrium analysis. and dynamic analysis. Various sources and types of political rent-seeking activities and their impacts on the enconomic efficiency are analyzed in the fourth chapter. which besides surveys empirical evidences of the social waste resulting from political rent-seeking activities. In the final chapter the paper seeks to provide solutions for reforming of the political rent-seeking society. Conservatives generally conclude that building and maintaining a small government is the best way to reform the political rent-seeking society. We present reformatory alternatives other than conservative suggestions.
