As part of comprehensive assessment of emission trading schemes, this study utilizes a global CGE model to conduct an empirical analysis focused on initial allocation. A summary of this research follows: Korea’s GDP losses from allocation of emission trading permits would be 0.93% by added value, 0.99% by output, 1.15% by emissions, and 1.27% by exports. GDP losses by industry are estimated to range between 5.94~6.37% in steel, 5.5~6.5% in auto, 4.44~4.97% in paper-manufacturing, and 5.12~8.79% in chemicals. Even though the initial allocation based on added value leads to the lowest GDP loss, it is difficult to reach agreement among industries with diverse preferences for allocation criteria. Steel, nonferrous metals, cement, auto, service industries, and chemicals in particular, are expected to have great leakage effect.
In theory, emission trading schemes are cost-effective means of reduction. In reality, however, the schemes may hurt national competitiveness and pose a number of different challenges that we have to tackle. Therefore, it is a thorough analysis on how the trading schemes operate rather than the rush to introduce such systems as soon as possible which should be in place. From this process, we should come up with measures to minimize the conflict among industries.
