전면 무상급식 논쟁 고찰

국문 초록

2010년 6.2 지방선거 이후 초등학교 무상급식 전면시행에 관한 논쟁이 가열되고 있다. 최근 서울시와 서울시의회가 이 문제로 갈등을 빚고 있고, 서울시에서는 주민투표까지 계획하고 있다. 현행 선별적 무상급식제도에서 발생할 수 있는 낙인문제에 대하여 2011년 1월에 시설아동 40여명에 대한 설문조사 및 개별상담을 실시하였다. 그 결과, 무상급식과 관련하여 다른 아동들로부터 놀림을 받거나 차별(낙인) 받는 일은 없는 것으로 조사되었다. 영국과 미국의 무상급식제도를 조사한 결과, 양국 모두 선별적 무상급식제도를 시행하고 있으며(무상급식률 영국 11%, 미국 52.2%), 영국에서는 낙인문제를 고려하여 식권제 (호명제)에서 카드제로 변경하고 있고, 낙인문제보다는 영양식 공급에 더 많은 관심을 쏟고 있다. 미국은 무상급식 아동들에게 별실에서 중식을 제공하고 있어 낙인문제가 제기되고 있다. 요약하면, 현행 교육복지예산 등을 고려하여 볼 때, 전면 무상급식을 시행하는 것보다 교육복지사상측면에서 취학필수비 무상설에 따라 우선적으로 저소득층 자녀들에게 제비용을 무상으로 제공하는 것이 바람직하나, 정치적 차원에서 예산 우선순위를 결정하여 시행할 수도 있다.

영문 초록

There has been an intense debate over free school meals (FSM) for all primary pupils since the June 2 local elections in 2010. Recently Seoul Metropolitan city and the council of the city have been in dispute over this issue, and the city is planning a referendum on FSM. To examine the extent of stigma occurring in the current selective system for FSM, over 40 children living in an institution were surveyed regarding stigma; they were interviewed both individually and in a group setting to confirm the survey results. The conclusion was that the children receiving FSM did not suffer any discrimination or bullying from other children at lunch time. The UK and U.S. government-subsidised meals systems were investigated, as both countries provide selective FSM(the ratio of FSM, UK 11%, U.S. 52.2%). Considering the stigma problem in the UK, some local authorities have changed from selective lunch coupons to universal payment cards for school lunches. In the U.S., children receiving government-subsidised meals eat separately in a different dining room from paying children, but in the UK there are greater concerns over nutritional problems than stigma. In conclusion, considering the current educational welfare budgets, providing essential study materials to children in low-income families should be the priority in terms of free education rather than giving FSM to all primary pupils.
