This study is focused on both investigating the mega-trends of the 21st century in the world including Korea, and raising territorial issues and recommending policy implications in Korea to strengthen national competitiveness. It is likely that the 21st century is characterized by the era of the so-called glocalization and borderless competition. Thus, most developed countries and emerging economies in the world are vigorously struggling to enhance their competitiveness by means of consolidating city-regions, or sometimes referred to as mega-regions, in terms of spatial structure. In addition, the global warming resulted from climate change is one of serious tasks currently faced by the whole world. Besides such mega-trends, Korea is suffering from both the rapid decrease of new born child and the increase of aged population, which may cause changes in many respects, particularly in demographic, economic, and spatial reorganization. In this regard, a number of challenging spatial issues should be solved in order to advance towards a bright future. First, the full-fledged openness of our territory to the world is needed to make preparation for the era of the borderless global society. Free Trade Agreements should thus be expanded to further promote free trade with the world. And the vigorous building up of new engine of growth such as green technological industries, high-technology combined industries and high value-added services is necessary in three coastal areas. Another attempt is also needed to develop the hub & spoke networks of super-speed transportation and logistics, including the additional extension of KTX as well as its connection with GTX proposed by Gyeonggi Province. Second, the environment-friendly green territory with low carbon emissions should be realized by encouraging to further afforest mountains and urban areas, and developing waterfronts around streams into eco-parks, because plants act as carbon sinks and fixing carbon through the process of photosynthesis. And the dependence on fossil fuel in urban areas and transportation sector should be lowered by introducing not only new and renewable energy like solar, underground heat, tidal power, wind, and biomass, but also railway-oriented transport system, hybrid cars, bicycles, and other environment-friendly mass transportation systems. In particular, individual's daily living pattern should also be changed towards saving energy, reusing and recycling of garbages and construction materials, reducing solid wastes, etc. Third, mega-regions should be promoted rather than individual metropolises. Developed countries are emphasizing the necessity of exploiting various mega-regions as one of major national agendas. To name a few, they include 11 mega-regions in the United States, 8 city-regions in the United Kingdom, 11 regions in Germany and 'Le Grand Paris' in France. Thus, we need a number of policy instruments to promote mega-regions such as '5+2 Area-wide Economic Zone' including the differentiated regional policy between the Capital Region and the rest of the country, the procurement of necessary investment resources, and the establishment of governance among local governments concerned. And the possibility of reorganizing of administrative boundary needs to be taken into consideration based on the concept of functional region. In addition, local independence should also be accelerated to compete with other global mega-regions in the era of localization. Fourth, territorial regeneration is another important tasks to improve the quality of life and the quality of space as well. Such tasks include urban regeneration, and industrial estates and various infrastructure regeneration. The trend of low child birth and aging society will necessitate the revitalization of built-up areas in existing cities rather than new towns.
