영문 초록

This article assesses the dynamics of the Turkish Foreign policy toward the newly established Turkic states, namely Kazakhstan, Turkmenistan, Azerbaijan, Kyrgyzstan and Uzbekistan, in Central Asia since their independence by focusing on the Pan-Turansim in Turkey. After the collapse of the Soviet Union in 1991, Turkey is considered to be an important actor in this emerging new world order because of its strong historical, cultural, ethnic and linguistic bonds with the newly independent Central Asian countries. Turkey exercised active foreign policies toward the Central Asian states in the all field, from culture to economy and politics. However, after mid-1990s Turkey witnessed its insufficiency to lead the Turkic states in Central Asia due to its financial burden and other political reasons. Thus, Turkey transformed its policy toward the Central Asian states by focusing on the cultural and educational cooperation and exchange. By examining the internal and external Turkish policies, this study aims to elaborate the transformation of Turkish Foreign policy toward its Turkic brethren states.
