독일의 상호문화교육정책이 한국 다문화교육정책에 주는 시사점

국문 초록

한국사회는 1990년대 이후 외국인 이주노동자, 결혼이민자, 북한이탈주민 등의 증가로 점차 다문화사회로 변화해가고 있다. 많이 개선되긴 했지만, 한국사회의 외국인에 대한 편견과 차별은 여전하다. 이러한 문제의식에서 본 연구는 한국과 유사하게 동질적 문화전통의 민족주의가 강한 독일의 상호문화교육정책을 살펴보고, 한국 다문화교육정책에 주는 시사점을 추출하고 있다. 우선 독일의 이주민정책과 그에 따른 상호문화교육정책의 전개과정을 개괄했다. 다음으로 KMK 결정 “학교에서의 상호문화교육(1996)”과 “이주보고서(2002, 2006)”와 BLK의 모델프로그램(FörMig), 연방정부 차원의이주민통합과정, 국가통합계획과 통합지표등 상호문화교육정책을 정리했다. 이어서 한국 다문화교육정책의 현황을 분석하고, 독일 상호문화교육정책으로부터 얻을 수 있는 시사점을 추출했다. 연구 결과 한국의 다문화교육정책을 위해 다음과 같은 시사점을 얻을 수 있었다: 한국 다문화교육의 대상과 목표 정립, 다문화교육 관련 통계 체계화, 유치원과 초등 언어교육연계 체계화, 학교와 지역사회단체나 기관과의 유기적 협력 관계 조직화, 다문화가정 자녀 교육프로그램 실행여부의 학교평가에 포함, 다문화 관련 교사교육 강화.

영문 초록

Since 1990s South Korea is gradually changing into a multicultural society according to the increase of foreign workers, marriage immigrants and North Korean refugees. Although the situation is much better than before, the prejudice and discrimination of South Korean against foreigners still remain. This study is to investigate the intercultural education policy in Germany in which the nationalism is strong like Korea and draw implications for multicultural education policy in Korea. First, the development of foreigner policies and intercultural education policy in Germany was summarized. After that the author analysed a resolution and reports of KMK(“intercultural education in schools(1996)” and “immigration report 2002, 2006”) and a modellprogram and intercultural policies of federal government(support for children and youth with the background of immigration(FörMig), integration-course, integration-plan and integration-index). Next, the situation of multicultural education policies in South Korea was examined, and then the implications for improvement of them were drawn from intercultural education policies in Germany . The results are following: the establishment of object and aims of munticultural education in South Korea, systematization of statistics related to munticultural education, closer connection of language education in kindergarten and elementary school, reorganization of cooperation between school and regional social organization related to munticultural education, inclusion of execution of multicultural education programm into school evaluation, intensification of teacher education program for multicultural education.
