국문 초록

이 연구는 위기관리정책 집행과정에 있어 갈등의 작용에 관한 체계적인 연구가 요구되고 있음을 강조하며, 정책과정에 참여하는 조직간의 갈등 유형을 분석하고자 한다. 조직간 갈등 유형은 위기관리체계 및 갈등관리 전략 수립에 기본적 방향 설정에 도움을 주기 때문에, 그 중요성이 매우 크다. 이 연구는 연구목적을 달성하기 위하여 사례분석을 실시하였다. 사례분석 결과, 집행과정에 참여하는 조직들은 정책 프로그램의 논리성보다는 조직 논리성에 충실한 행태를 보였으며, 대부분의 갈등 유형은 책임/손실 회피 갈등 유형으로 나타났다. 조직 논리성에 따른 행태는 위기관리정책 집행과정에서 갈등을 유발하는 원인 및 이를 심화․확대시키는 요인으로 작용할 수 있다. 또한 책임/손실 회피 갈등은 권한/이익 추구 갈등보다 더 치열한 조직간의 마찰이나 대립을 가져온다. 따라서 효율적인 위기관리정책 집행을 위한 갈등관리는 위기관리조직들이 정책프로그램 논리성에 따르도록 하며, 책임/손실 회피 갈등을 해결할 수 있는 방향으로 설정되어야 한다.

영문 초록

The purpose of this article is to analyze the types of interorganizatioal conflict in policy process. The types of interorganizatioal conflict is very important because it contributes to set a fundamental direction of building a crisis and emergency management system and devising a conflict management strategy. For this purpoes, this research adopted a case study about the oil spill from Hebei spirit Tanker in the sea off Taean(December, 2007), the Trucker's Strike(June, 2008). To complement the case study, this research conducted in-depth interviews with a staff in charge related to the cases. this paper analyzed the cases from five aspects including behavior rationale and conflict types in implementing structure and law and system, organization, operation, strategy in a conflict management influencing factors. Behavior rationale that was a policy programme rationale and a organization rationale had an effect on subunits of organizations, and conflict types was divided into a power/interests pursuit conflict and a responsibility/loss evasion conflict. From the results, we found that a power/interests pursuit conflict occurred when implementing organizations had a policy programme rationale and a organization rationale, and a responsibility/loss evasion conflict occurred when implementing organizations had a organization rationale, in the most case. And a conflict management influencing factors had been not established almost with the exception of strategy.
