국문 초록

소련 및 동구 사회주의 체제전환의 구체적인 사례를 대비․검토하는 것은 같은 사회주의 국가로서 북한 급변사태의 유형 및 시나리오에 대한 예측력을 높여준다. 북한 급변사태 발생의 다양한 유형은 크게 김정일의 사망, 민중봉기, 쿠데타, 전쟁이라는 네 가지 형태로 포섭될 수 있다. 북한 급변사태 전개의 시나리오는 김정일이 사망함으로써 혼란이 야기되는 경우, 민중의 저항 및 지배세력의 분열에 직면해 붕괴하는 경우, 내전(內戰)으로 비화하는 경우, 통일 현안에 대한 새 지도부의 선택 등에 따라 다양한 경우의 수가 제기될 수 있다. 북한 급변사태는 ‘극적(極的)’ 붕괴로서 루마니아와 같은 형태로 촉발될 가능성이 가장 크며, 만일 김정일-김정은 권력 세습이 ‘안정화’ 기간에 도달한다면 지배세력의 분열을 중심으로 한 소련형으로 나아갈 가능성이 클 것으로 보여 진다. 그러나 한반도와 같은 분단체제인 동독의 사례처럼 북한 정권이 붕괴한 후 북한이 한국으로 흡수 통일될 가능성에는 다른 고려도 제기될 수 있다. 김정일 정권이 붕괴한 후 들어선 새 지도부가 한국으로의 흡수통일을 희망하지 않고 북한의 독자적 발전을 추구하는 경우가 상정될 수 있기 때문이다.

영문 초록

It strengthens our prediction capability regarding type and scenario of North Korean sudden change to compare North Korean sudden change to concrete examples of Soviet Union and East Europe socialism system change as the same socialism state. Various types of North Korean sudden change occurrence can be drawn greatly into four forms called death of Kim Jong Il, people rebellion, coup d'etat, war. Scenario of North Korean sudden change development is submitted variously along case that confuse occurs after death of Kim Jong Il, collapse by people resistance and division of ruling powers, case that its situation turns into civil war, choice of new leadership regarding pending issue of unification so on. There is the strongest possibility that North Korean sudden change will be occur 'dramatically' like example of Rumanian collapse. There is a strong possibility that its situation will proceed like example of Soviet Union if Kim Jong Il-Kim Jong Eun hereditary succession of power will reach 'stabilization' period. However, different consideration can be raised in the possibility North Korea will be absorbed into South Korea after collapse of North Korean political power like example of East Germany which is a division system like the Korean peninsula. Because the possibility can be raised that new political leadership after Kim Jong Il regime collapse will not want to be absorbed into South Korea but pursue North Korean independent development.
