한국 특수학교 초등부의 '치료교육활동' 실시 현황과 쟁점

국문 초록

본 연구의 목적은 우리나라 국가수준 특수학교 교육과정의 한 영역으로 설정되어 있는 ‘치료교육활동’이 초등부 과정에서 어떻게 실시되고 있는지 그 현황과 쟁점을 살펴보기 위한 것이다. 본 연구자들이 개발한 질문지를 통하여 전국 82개교 특수학교의 82명의 치료교육교사의 응답을 분석하였다. 본 연구는 치료교육활동 시간의 담당교사 현황, 치료교육 제공율, 중점 치료교육활동 영역 및 운영체제, 치료교육 대상자 선정 및 치료교육활동 시간 운영현황을 조사하였으며, 개방문항을 통해 교육과정 중심의 현 치료교육활동 운영에 대해 치료교육교사들의 의견을 알아보았다. 그 결과, 1) 법적 치료교육교사 배치기준과 교육과정 운영상의 수업시수 기준의 불일치로 인한 문제; 2) 담임특수교사의 치료교육활동 시간담당에 대한 지침과 감독 및 지원의 부재; 3) 전문성을 갖춘 치료교육교사 수급의 문제; 4) 치료교육 운영체제 결정 및 대상자 선정과정에서의 개별학생의 요구보다는 학교의 조직적 측면 강조 문제; 5) 치료교육활동시간 운영과 관련한 담임특수교사와 치료교육교사의 소극적 상호지원; 6) 현 치료교육활동 운영의 문제점 및 개선방안에 대한 자유의견 등이 제시되었다. 본 연구는 특수교육 학교 환경(특수학교 및 일반학교)의 학생 중 ‘치료’가 필요한 학생에게 적합한 치료의 양적 기회증진과 치료의 질적 제고를 위해서 전국 특수학교의 치료교육 제공의 구체적인 현황 자료들을 제공하면서 관련문제들을 정의하였고, 그 해결을 향한 다양한 과제들의 논의와 후속연구 주제들을 지적하였으며, 관련 전문가들 사이에 활발한 논의의 장이 시작될 것과 구체적인 대책 마련을 촉구하였다.

영문 초록

The purpose of the study was to investigate the current status and issues of ‘therapeutic education activity’ which is one area of the Korean national special school curriculum, in the special elementary schools. The respondents were 82 therapeutic education teachers in 82 special schools. The responses to the survey were examined with descriptive statistics and the answers to the open-ended question were categorized by themes. In particular, the present background of therapeutic education teachers, the possible service ratio of the therapeutic education activity, the main area and the management of therapeutic education activity implementation, the decision-making procedures for service recipients and the scheduling of therapeutic education activities were examined. The results of this research were as follows: 1) there was disagreement about the legal standards of placing the therapeutic teachers and required times for therapeutic education activities on the national special school curriculum; 2) there was the lack of guidelines on supervision and support for the classroom teachers who play a therapeutic teachers’ roles; 3) there was a shortage of qualified therapeutic teachers; 4) selecting the therapeutic education areas based on individual students’ needs; 5) passive mutual interactions between special education and therapeutic teachers in implementing therapeutic education activities; 6) collecting the problems and issues of the current therapeutic education activity as identified by the respondents. The results were discussed in terms of the need for increasing opportunities and enhancing appropriate therapeutic education for individual students in the special schools.
