국민 안전권 확보를 위한 고찰

국문 초록

지속적인 경제기술의 발전에도 불구하고 일상생활 속에서 발생하는 안전사고는 감소하지 않고 있다. 뿐만 아니라 생활수준의 향상에 따라안전에 대한 소비자들의 기대수준도 함께 높아지고 있다. 일반적으로 안전은 위험과 반대되는 개념으로서,위험의 제거정도는 안전함의 정도로 간주되곤 한다. 그러나 완전한 위험의 제거는 불가능할 뿐만 아니라 비용을 발생시키기 때문에 안전을 지키기 위한 비용을 어느정도에서 수용할 것인지 논의가 필요하다. 특히 생활안전의 문제는 일반 성인에게는 크게 문제되지 않는 상황이라하더라도 노약자나 장애인, 경제적 능력이 떨어지는 취약소비자(Disadvantaged Consumers)의 경우에는 심각한 위험을 초래할 수도 있으므로 계층에 따른 안전관리체계의 확립이 필요하다. 본 연구에서는 국민 안전권 확보를 위해'받아 들일 수 있는 위험의 수용기준(criterion of the acceptable risk level)' 개념을 도입하고, 특히 취약계층을 위해 도입되어야 할 정책을 제안하였다.

영문 초록

In spite of the continuous developments of both economics and technology, there is not any declines of the safety concerns in daily life. Furthermore, the improvements of life standard makes it possible for consumers to expect the higher standard of safety. Generally, safety means contrary to danger in terms of a trade-off relationship. But, it is necessary to discuss in what cost range we can accept because removing risk completely is impossible and also doing it makes cost. Even though the issues of living safety is not that problem for normal people, the disadvantaged consumers such as the old, the disabled and the poor can be faced to critical dangers, so that we should consider the safety management system by classes. This paper suggests the differentiated policies by classes especially considered the disadvantaged as well as the concept of the criterion of the acceptable risk level to secure the safety right.
