공공기관의 PR 특성과 위기관리 현황 연구

국문 초록

이 연구는 점차 중요성이 더해지고 있는 공기업 등 공공기관의 위기관리 효율성제고라는 목적에서 하게 되었으며, 이를위해서는 공공기관내에서 위기관리에 관한 핵심적인 역할을 담당하는 PR부서의 역량과 기능이 우수하여야 하고, 우수한 PR부서를 중심으로 수행되는 위기관리커뮤니케이션활동 또한 공공기관의 존립 및 위기관리 목표달성에 긍정적으로 기여하는 내용이어야 한다는 점에 기초하였다. 연구는 조직의 PR특성에 관한 대표적 연구인 우수성 연구(Excellence Study)를 적용하여 우리나라 주요 공공기관(17개공기업)의 우수 PR특성과 위기관리 커뮤니케이션 활동 특성을 살펴 보았으며, 변인을 이용하여 변인별 PR 및 위기관리 커뮤니케이션 활동의 특성도 분석하였다. 연구결과 기존의 우수성 연구에서 나타난 우수 PR의 특성이 이들 주요 공기업에서도 포괄적으로 입증되고 있었으며, 공기업의 형태 및 위기유형,위기경험 등에 따라 위기관리커뮤니케이션 활동특성에 차이가 있었음을 알 수 있었다. 연구는 특히 연구결과를 토대로‘위기분야별 위기관리커뮤니케이션 활동중점모델’을 개발, 제시하였다. 각공공기관의 위기관리커뮤니케이션 체계구축 및 활동이 각 공공기관이 역점을 두는 위기관리분야에 적합하게 이루어 질때 더욱 효율적일 수 있다는 판단에서 제안의 형태로 제시하였다.

영문 초록

The study was carried out separately in 4 main areas and 6 research issues based on 2 themes: PR and crisis management communications. For the study areas, the excellent PR characteristics of the 17 major public institutions in the country were first examined in general by applying the Excellence Study, the representative study related to the PR characteristics of organizations. Second, the characteristics of crisis management communication activities of the 17 major public institutions were comprehensively investigated. Third, the excellent PR groups and poorly performing PR groups were classified based on the PR characteristics derived from the first study area to check for any difference in the characteristics of crisis management communication activities between the excellent and poorly performing PR groups in connection with the crisis management communication activities derived from the second area. Finally, the study was carried out to check the differences by applying variables aimed at examining the difference between the characteristics of crisis management communication activities by the stress point of crisis management and experience field and between the PR characteristics by type of public institution. As a result, the characteristics of excellent PR as gleaned from the Excellence Study have been comprehensively proven in the public institutions of the country; there were also differences in the PR characteristics by type of public institution, however. In particular, there were clear differences in the characteristics of PR activities and crisis management communication activities between the excellent and poorly performing PR groups; ditto in the characteristics of crisis management communication activities by stress point of crisis management and crisis experience field.
