국문 초록

본 논문은 품질단계형 내생적 기술혁신모형에 개도국의 지적재산권 정책변수를 구체적으로 모형화한 개도국-선진국간 국제무역모형을 개발하고 선진국과 개도국간의 상대임금, 외국인 직접투자 그리고 세계 기술혁신 및 경제성장에 대한 개도국의 지적재산권정책의 영향을 분석한다. 지적재산권정책을 단순히 외생적인 정책매개체로 모형화한 기존 연구와 달리 개도국 지재권정책변화에 의한 외국인투자 수익효과와 조세부담효과, 정부부문고용변화의 자원배분효과 등을 지적재산권정책효과의 메카니즘으로 규명한다. 주요 결과로는 외국인투자 수익효과와 조세부담효과의 상반된 효과로 인해 지적재산권정책의 효과는 단조적이라기 보다는 정책변화전의 해당 개도국의 기술모방수준에 따라 다양하게 나타나며, 특히, 개도국의 인구규모가 정책효과의 중요한 결정요소이다. 상대적으로 인구규모가 클수록 해당 개도국의 지적재산권의 강화는 조세효과보다 수익효과를 상대적으로 강화하여 해당 개도국으로의 외국인 직접투자를 증가시키며, 이에 국가간의 자원 재배분이 세계 기술혁신 및 경제성장을 활성화시키는 방향으로 조정된다.

영문 초록

This paper develops the north-south trade model of quality ladder innovation with specific incorporation of intellectual property rights policy in developing country and analyzes the effect of the policy on global innovation, economic growth and wage differentials between developing and developed countries. We find that the mechanisms through which the policy affects FDI are crucial for the effects on global innovation, economic growth and wage differentials across countries of the policy, and identify a taxing effect on FDI as a new mechanisms through which the policy affects FDI in addition to the valuation enhancing effect. Due to these mixed effects, the policy effects are not monotonous but various depending on the pre-level of intellectual property right protection in the policy implementing developing country. In particular, the developing countries' size in the main determinant for the policy effect. The strength of IPR in developing country with larger population size decreases the wage differentials between developing and developed countries, and tends to increase FDI as well as global innovation rate and economic growth rate, but the opposite effects dominate with the strength of IPP in developing country with smaller population size.
