국문 초록

본 연구의 출발점은 장애인복지서비스 욕구와 필요성이 점증함에도 불구하고 장애인복지서비스 이용률은 왜 저조한가에 대한 물음에 있다. 따라서 본 연구의 목적은 장애인복지서비스 이용 현황을 살펴보고 서비스의 이용에 영향을 미치는 요인을 분석하여 장애인복지 발전방안을 모색하는데 목적이 있다. 이를 위해 본 연구는 2005년 보건복지부와 보건사회연구원이 수행한 “장애인실태조사”를 앤더슨 모형을 이용해 분석했다. 연구결과, 장애인의 사회복지서비스에 대한 인지율은 저조했고 이용 경험도 낮게 나타났다. 또한 연령이 낮은 사람일수록, 서비스 접근성이 높은 사람일수록 장애인복지 서비스를 보다 많이 이용한 것으로 밝혀졌다. 이러한 연구결과를 토대로 본 연구는 장애인을 위한 다양한 정보제공과 지역사회복지에 기반하여 서비스 접근성을 높일 수 있는 대안을 제시했다.

영문 초록

The research question of this thesis is why the utilization rate of welfare service for the disabled is low although the need and necessity of disabled people are high. Therefore the objective of this paper is to examine the actual conditions of welfare service for the disabled, analyze factors which affect utilization of the service and suggest an alternative. This paper tries to apply the Andersen Model, which proposes three factors of predisposing factors, enabling factors, need factors, to ‘The Research on the Actual Conditions of the Disabled’conducted in 2005 by the Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs. As a result of research, most of the disabled do not still recognize and experience the welfare service for the disable. In addition, the younger age is and the higher accessibility is, the more the disabled use the service. From the findings, this paper insists that a variety of information to the disabled should be given and the way to increase accessibility should be suggested based on community welfare.
