국문 초록

미국 원주민 교육의 역사는 주류 미국교육사에서 소외되어 왔거나 백인의 관점에서 조명되어 왔다. 백인과 미국 원주민의 관점을 균형 있게 취하면서 미국 원주민의 역사를 탐구할 필요가 있다. 미국 원주민 교육을 놓고 백인들 사이에 “동화”와 “원조”, 원주민들 사이에 “수용”과 “저항”의 입장 차이가 있었다. 미국 원주민 교육은 이러한 입장들이 정치적 역학 관계 속에서 갈등하는 가운데 어느 입장이 우세하게 나타났느냐에 따라 그 특징이 좌우되어 왔다. 미국 원주민 교육은 1828년 Jackson 대통령의 취임을 기점으로 백인과의 접촉 이후 지속되었던 선교사와 교회에 의한 원조 중심에서 동화 중심으로 옮겨 간 후, 1928년 Merriam 보고서 발간을 계기로 다시 원조 중심으로 바뀌어 갔다. 그러나 이러한 흐름이 2002년의 아동낙오방지법 이후 동화 쪽으로 방향이 바뀌고 있어 미국 원주민 교육은 새로운 도전을 맞이하고 있다. 이 연구는 정치적 독립 없이는 민족의 자율적 교육이 불가능하다는 것을 시사한다.

영문 초록

It is not only facts but also a perspective that counts in the study of human history. History of education for Native Americans has been neglected or reviewed through only the mainstream perspective of the whites. It needs to be investigated from a balanced viewpoint of the Native Americans and the Whites. There has been a conflict among the whites concerning the education for Native Americans, i.e., "assistance" vs. "assimilation." Also Native Americans had different attitudes toward the education delivered by the European whites, "acceptance" vs. "resistance." Education for the indigenous people in the Unites States is characterized by the political dynamics determined by the diverse positions among the concerned groups. It can be broken down into four stages. First, education for Native Americans from the first contact with the European whites to the early 19th century was assistance-oriented, mainly operated by missionaries and churches. Their main focus was on convert and civilization of the natives. Second, education for Native Americans since 1828 when President Jackson was inaugurated had pursued assimilation, which is typically seen in the colonialized countries. Third, Merriam Report published in 1928 triggered the new direction of education for Native Americans, influenced by multiculturalism. The values of Native American language and culture began to be appreciated at school curriculum. Finally, the pendulum moved to assimilation again since the No Child Left Behind Act of 2002. Education for Native Americans are now faced with new challenge, "Extinguish or remain an Indian." The results of this study implies that autonomous education by a nation is impossible without political independence.
