국문 초록

본 연구는 미국의 교사평가의 목적을 재음미하고, 교직경력 8년의 New York 주의 한 교사에 대한 교장과 교과 부장의 평가서를 중심으로 우리나라에의 시사점을 도출하는데 목적이 있다. 분석 결과 학교장은 교사로서의 인성과 교육전문가로서의 자질, 생활지도와 교수활동, 학급관리 능력, 학교와 지역사회 활동의 참여에 대하여 평가지를 통한 질적 평가를 하였으며, 부장교사는 주로 교과협의회에서 정한 교과의 평가 원리와 기준을 어떻게 수업에 반영하고 있는지와 더불어 풀이보다는 질문과 대화를 통해 개념들을 학생들이 발견할 수 있는 기회를 제공하기 위해 노력하고 있는가를 평가하였다. 이러한 평가지를 통한 교사평가의 시사점은, 첫째, 교사평가의 목적에 대한 논의는 우수 교사에 대한 최소한의 합의가 이루어져야 한다. 둘째, 획일적인 다면평가보다는 학교의 특성에 맞는 평가방법을 마련해야 한다. 셋째, 우수한 교사의 자질이라 할 수 있는 특성들을 객관적으로 측정할 수 있는 도구를 개발하여야 한다. 넷째, 지도력이 부족한 교사들을 선별할 수 있는 방법과 이를 위한 재교육프로그램을 개발할 필요가 있다.

영문 초록

The purpose of this study is to analyze the system of the assessment of teachers in US. For the purpose, the assessment statements of a teacher who worked in New York State for 8 years of education experience, received from the principal and the superintendent of education curriculum, were analyzed. The school principal had the assessment on personal trait as a teacher, qualification as education specialist, living instruction and teaching activities, class management capability, participation of school and local community activities. The superintendent of curriculum makes effort in how to reflect the evaluation principle and standard of curriculum determined by the curriculum council and provide opportunity to discover the concept through the inquiries and communication rather than problem solving for students. For suggestions by results of this study, first, there is a need to agree with outstanding teacher for discussion on the assessment of teachers. Second, various assessment methods to fit in to the characteristics of school have to be prepared, rather than a unilateral multi-assessment. third, there is a need to develop tools that can objectively measure quality of outstanding teacher. And fourth, there is a need to develop the method to select the teachers who lack the leadership capability and the re-education program.
