영문 초록

Korea's labor market lacks adaptive power to the change of business cycle, restructuring and innovation because of the low job mobility influenced by authoritarian Confucian culture. In contrast, the British and American style of labor market is flexible. So, we should enhance the flexibility of labor market to omprove economic efficiency and to strengthen the national competitive power. According to the recent analysis of the OECD secritariat, the stiffer the labor market becomes the more the unemployment rate is inclined to be fixed structurally. In 1998, the joint labor-management-government committee agreed to change from lifetime to contractual employment system, which influenced the wage system to change from fixed to annual salaried system based on ability and performance. The enhancement of flexibility of our labor market will not only strengthen our economic competitive power but also help lower the unemployment rate which is increased by the foreign exchange crisis in the long run. On the other hand, economic depression, restructuring and enlarging flexible labor market have their side effects in the short run. Comprehensive unemployment measures should be corrected and complemented in creating employment, increasing the weight of job training, switching over to structural unemployment measures and expanding its communicative system and lastly filling vacancies. All these unemployment measures should solve at the same time solve the inflexibility of labor market and strengthening the social safety net. We satisfied the demand of social welfare by the mutual aid of blood relationship because of the weak social safety net. But, from now on, we should construct social safety net both in name and in reality.
