배움터지킴이 제도의 효과 평가에 관한 연구

국문 초록

본 연구는 '배움터 지킴이'의 확대 시행 계획에 정책적 시사점을 제시하기 위해서 배움터 지킴이의 효과를 체계적으로 평가하는 것을 목표로 한다. 배움터 지킴이는 중앙정부와 지자체의 공동사업으로 지자체에 2012년에 약 540억 원 이상의 재정적 부담을 지울 것으로 예상되는 사업이나 이에 대한 체계적인 분석이 이루어지지 않았다. 또한 기존의 연구는 연구설계의 타당성 측면에서 많은 문제점을 보였다. 본 연구에서는 이를 보완하기 위해 인천광역시 소속 중학교를 대상으로 기존의 평가 연구를 보완할 수 있는 비교집단 사후평가 준실험 방법을 통한 분석을 시도하였다. 설문조사 결과 학교안전 관련 예산에 있어 배움터 지킴이 제도를 수행하고 있는 학교와 그렇지 못한 학교 간에 큰 차이가 존재함을 알 수 있었다. 그리고 예상한대로 배움터 지킴이를 수행하고 있는 학교의 학생들이 다른 학교의 학생들보다 학교 및 학교 주변을 더 안전하게, 그리고 덜 위험하게 느끼고 있는 것으로 나타났다. 하지만 배움터 지킴이 제도를 수행하고 있는 학교가 다른 학교에 비해서 학교 안전성에 대한 인식이 더욱 긍정적으로 나타나긴 했지만, 설문결과 그 이유로 배움터 지킴이 제도와 더불어 선생님들의 관심과 생활 지도부의 활동이 꼽혔다. 이는 배움터 지킴이 정책의 타당성과 확대실시 계획에 대한 보다 심층적인 분석이 필요함을 보였다.

영문 초록

On purpose of prevention of juvenile violence, the school police system was locally introduced in 2005 in a small group of schools, as a collaborative project of the national and local governments, and the program is planned to be expanded to over 70 percents of all schools by 2010. Even though this extension is expected to load local governments' budgets in 2012 with a burden of more than 54 billion won, no systematic research to justify this expansion has been conducted yet. Current literature shows validity problems in their research designs. This study aims to evaluate systematically the effect of the school police policy on violence in school by addressing the weak aspects of the earlier studies. This study conducts a survey to middle schools in Incheon metropolitan city and analyses the effect of the school police system. A comparison group post-test method is used to analyse the survey data . The survey result shows that schools with the school police system spent 35-100 times more budget in school security than those without it. Also, students under the system feel more secure and less threatened in school environment as expected. However, people under the system feel positive on school security, teachers' attention and activities of school security groups are also found to be positive factors for school security. This implies, therefore, that further research is required for the expanded implementation of the school police policy.
