국문 초록

当今世界科技全球化加快，科技竞争日趋激烈，自主创新能力已成为国家竞争力關键的体现。国家竞争力取决于产业竞争力，产业竞争力又取决于企业竞争力，而企业竞争力又取决于企业的核心能力，特别是企业的技术水平及其创新能力。在關系国民经济命脉和国家经济安全的關键领域，真正的核心技术、關键技术是买不来的，必须依靠自主创新。中国领导人胡锦涛于2006年1月9日在全国科学技术大会上明确指出：“建设以企业为主体、市场为导向、产学研相结合的技术创新体系，使企业真正成为研究开发投入的主体、技术创新活动的主体和创新成果应用的主体，全面提升企业的自主创新能力”。那么企业的自主创新能力的形成除了自身的原因外，国家和政府的重视并在发挥以企业自主创新的主体作用的同时，发挥政府的“有为”只手，给予多方面的有力支撑至關重要。“一个最有效的政府首先要为自主创新建造一个良好的外部环境，并采取措施保护创新。中央政府不仅要管理自主创新进程，而且要增加一些基础研究，注重成果的推广，把研究成果商业化。”

영문 초록

Nation's competitiveness ultimately depends on the competitiveness of enterprises, and the competitiveness of enterprises is also on the basis of owns technology and innovation capability. Original intention to technical innovation is enterprise's own matter. However, under the China's real conditions of construction of a socialist market economic system, state or government's “visiblehand” play important role in independent technology innovation of Chinese enterprises. Based on this viewpoint, the article embarked from the main body of the country or the government's market property rights, analyzed the Chinese Enterprise's independent innovation characteristics as well as its "yoke" of independent innovation ability, explained the theory basis why the government should play the support role in the enterprise independent innovation, and finally put forward the proposal of Chinese governmental function on the enterprise independent innovation.
