국문 초록

  본 연구는 우리나라의 기초와 광역자치단체에서, 중앙으로부터의 이전재원의 증가를 통한 지방정부의 세출비중 변화와 해당 지역소득이 양의 상관관계가 있음을 보여주고 있다. 이는 세출증가를 통한 재정정책이 기초자치단체 경제성장의 원인이 될 수 있음을 시사하는 결과이다. 또한, 본 연구는 해당자치단체의 세수보다 중앙으로부터 받은 지출이 많을 경우, 즉 조세편익이 지역소득 성장의 한 원인이 될 수 있음에 주목하고 있다. 연구결과에 따르면, 조세편익의 경우 이전재원 비중이 높은 기초자치 단체에서만 나타났다. 지역소득의 성장률 변에서도 중앙정부의 세출증가는 긍정적인 영향을 미치는 것으로 나타났다. 마지막으로, 지역간 격차가 발생하였을 때 동태적 균형으로 수렴하고자 하고 있으며 기초자치단체가 광역자치단체보다 수렴하는 속도가 빠른 것으로 나타났다.

영문 초록

  This paper investigates the relationship between fiscal decentralization and regional income in Korea. The main tool of fiscal decentralization has been "local expenditure" instead of local revenue. Although most prior empirical studies present inconsistent findings about the effects of local tax and spending policies. This study reexamines these issues with more recent data and with careful attention to the effects of the components of fiscal structure. The empirical results support the findings that the expansion of local expenditure and the degree of tax-benefit may encourage the growth of regional income. These findings demonstrate the importance of the specification of the local expenditure structure variables and including transfer payments. When the focus is placed on the latest information on the economic situation from 1990 to 2003, fiscal decentralization particularly on the fiscal expenditure side, is instrumental in economic growth.
