농촌 학교와 지역의 협력을 통한 지역교육공동체 형성 - 충남 홍동 지역 “풀무교육공동체” 사례를 중심으로

국문 초록

  급격하게 진행되고 있는 농촌 지역의 과소화는 농촌 학교의 폐교로 이어지고 이는 다시 이농을 촉진하는 원인으로 작용하고 있다. 이러한 농촌교육의 악순환은 농촌 지역 활성화를 위해 가장 시급히 해결되어야 할 과제가 되고 있다. 본 연구는 현재 중앙 정부 차원에서 추진되고 있는 ‘소규모학교 통폐합’이라는 농촌 교육 정책의 맥락과 이에 대항하고 있는 주민과 교사들의 농촌 학교 살리기 운동의 동향을 살펴보았다. 그러나 이러한 운동은 농촌교육의 문제를 학교라는 제도교육 안에서만 풀려는 한계를 가지고 있었다. 본 연구에서는 농촌 학교의 문제가 농촌의 사회경제적 문제와의 관계 속에서 해결될 수 있다는 관점에서 학교와 지역 간의 긴밀한 협력 사례인 충남 홍동 지역의 풀무교육공동제의 형성 과정을 분석하였다.
  풀무학교는 설립 초기부터 지역과의 협력에 주력하였으며, 최근에는 전공부를 신설하여 지역 사회학교ㆍ대학으로서 지역 발전의 방향을 제시하고 있다. 이러한 풀무학교의 변화와 함께 지역 공립학교의 교사들을 중심으로 한 범교과교육과정연구회의 지역 교육과정 실험은 풀무지역의 교육공동체 운동의 새로운 움직임으로 작용하고 있다. 풀무지역의 교육공동체 운동의 전개 과정을 분석함으로써 농촌 해체와 마을 학교 폐교라는 위기 상황에서 한 지역교육공동체가 어떻게 그들의 고유의 가치를 가지고 농촌 학교 정책에 대응하고 있는지와 지역 주민들과의 협력을 통해 지역 발전을 이루었는지를 확인할 수 있었다. 결론적으로 풀무학교를 통해서 시작된 농촌 학교와 지역의 협력 과정이 주민과 지역의 내발적(內發的) 역량을 강화하여 갔던 것이다. 최근 몇 몇 농촌 지역에서 주민들과 교사들을 중심으로 한 지역 교육공동체가 만들어지고 있다. 이제 농촌 학교와 지역의 협력적 관계를 중심으로 한 지역 교육공동체 형성에 주목하여야 할 것이다.

영문 초록

  The rapid depopulation in rural areas led to many rural schools closed and a lot of rural out-migration. So education is the most important task to deal with for the sake of the regeneration of the rural areas. This study is about the context of the rural education policy called "the consolidation for small-scale schools" and the revitalization movement which is led by the inhabitants and the teachers in rural areas. Especially, in order to resolve the education problem with which the rural areas are confronted, the cooperation of schools and communities is the urgent problem to deal with. This study mainly analyzed the forming process of the Pull-mu education community in Chungnam Hong-dong Area which can be called the model of the cooperation of rural schools and communities in Korea.
  Pull-mu school has put forth strength in the cooperation with the community since it was found. But recently, it is facing the limits of the connection with the community because of its tendency to become an alternative school. To pass beyond the limits above, Pull-mu school has established majors and is showing the development direction of the rural area as a community school or a community college. With the changes of pull-mu school, an inter-subject curriculum research forum organized by the public school teachers is promoting an education community movement in pull-mu area as a community education experiment.
  I can know how the education experiences in rural schools are turned to the residents" endogenous potential by analyzing the education community movement of Pull-mu area. Besides, I can also find how to cope with the external policies and how to form the education community by connecting the residents in the dissolution crisis of rural areas and closed rural schools. Now we should promote the solidarity between the rural areas and schools. There are already a variety of movements been developed in many areas to form the rural education communities.
