운전교육 정상화를 통한 교통사고 감소방안

국문 초록

  10년전인 1995년까지 우리나라 국가운전면허시험장의 면허시험 적체현상은 심각했다. 운전면허시험은 단지 불편하고 까다로웠을 뿐 양질의 운전자 배출과는 거리가 멀었으며, 운전면허 발급과 관련한 비리사건이 계속 발생하였다.
  교통사고 사망자가 매년 1만명을 넘어 교통사고 왕국이라는 불명예까지 안았다. 이러한 국민불편과 사회적 문제해결을 위해 도로교통법으로 제도화한 것이 바로 운전전문학원 제도이다.
  운전전문학원제도는 운전을 처음 접하는 초보운전자에게 체계적인 교육을 실시한 후 국가로부터 위탁받은 기능검정권을 행사하여 양질의 운전자를 배출하는 시스템으로 만성적인 국가운전면허시험장의 적체를 해소하였으며, 국가운전면허시험장 출신보다 교통사고사망자 및 중요법규위반율을 2배 이상 낮은 양질의 운전자를 배출하는 등 괄목할만한 성과와 고질적인 운전면허 부조리도 사라지게 만들었다.
  그러나 도입 후 10여년이 지난 지금 제도 활성화를 위한 지속적인 지원 및 육성책의 실종과 더불어 제도의 미비점 등으로 인하여 도입취지와 달리 왜곡되어 버린 현실로 운전전문학원이 줄도산하고 있어 이로인한 사회적 손실과 국민의 안전이 위협받고 있음은 분명한 현실이다.
  제도의 도입 후 시행 과정에서 나타난 부작용 등을 구체적으로 살펴, 국민의 편익과 안전이 보장될 수 있도록 운전교육을 정상화시켜 교통사고를 획기적으로 줄일 수 있는 방안이 적극적으로 모색되어야 하고 성공적인 제도 정착을 위해 합리적인 개선점을 찾아야 할 것이다.

영문 초록

  Until 1995, exactly 10 years ago, Korea had been undergoing with severe congestion problem of applicants who were willing to acquire the driver"s license. The process of driving license test was irritating, complicated, therefore, it was far from producing legal drivers. Eventually, scandals related to the test had been seamlessly brought up all the time.
  Korea was reputed as the kingdom of car accidents since every year more than 10,000 people were dead from accidents. In order to solve the problems from the original test, driving specialized academy policy was newly suggested.
  This policy provides systematic education for novice drivers, and academies received functional inspection license from government have produced drivers; therefore, this new policy has solved not only the congestion problem at National Driver License Examination Office, but also produced legal drivers who were able to perform better than the ones from the national centers.
  However, after practicing the policy for 10 years, unlike the inducing purposes, there was not enough support from the government and no growth in number of applicants, nowadays the academies are experiencing financial hardship and due to its problems, it is very true that federal security is being threatened.
  We need to investigate the causes of problem and normalize the driving education in order to guarantee reliability of people so that we need to find the best way to settle the policy successfully.
