국문 초록

  본 논문은 우리사회에서 아동청소년대상의 성범죄의 최근 동향과 그에 대한 문제점을 살펴봄으로써 이에 대한 비판적 검토를 통해 대안을 제시해 봄으로써 향후 아동청소년대상 성범죄에 대한 제도개선을 위한 기초를 제공하고자 한다.
  우리 사회에 만연되어 있는 아동성범죄의 대응방안을 제시하면 아동청소년 대상 성범죄피해로부터 정책적으로 예방하기 위해 가장 좋은 것은, 올바른 성교육의 실시를 확대하는 것이다. 중요한 것은 유아시기부터 성이 더러운 것이 아년 아름다운 것이라는 것을 알려주고, 일방적인 성교육 수업이 아년, 한 명,한 명 개인별로 학교에서 아이들에게 많은 관심을 기울여, 개인 상담과 개인 성교육 수업을 통해 아이들에게 올바른 성에관한 가치관을 갖게 하는 것이 가장 중요한 예방책이 될 것이다.
  대부분의 범죄자들은 심리적인 문제를 가지고 있는 경우가 많다고 한다. 따라서 심리적인 문제를 최대한 해결해 줄 수 있도록 지속적인 심리치료와 상담을 통해 범죄를 막을 수 있도록 해야 할 것이다. 또한 아동들이 자주 이용하는 편의 시설에 대해서 설치하고 관리하는 시스템을 지방자치단체와 정부차원에서 설치에 대한 생각의 전환을 가져온다면 아동성범죄를 예방할 수 있을 것이다.

영문 초록

  The purpose of this study is to offer basis for improving a system on sexual crime against children and adolescents in the future by examining the recent tendency of sexual crime against children and adolescents in our society, and the problems about it, and by trying to suggest an alternative plan through critical examination on this.
  Given suggesting a counterplan for sexual crime against children, which is widespread in our society, what is the best in the aspect of policy to prevent from the damage of sexual crime against children and adolescents is to expand the enforcement of right sex education. The most important precautions will come to inform sex of not being dirty but being beautiful from childhood, and to allow children to have the right value system on sex through individual counseling and individual sex-education instruction, by which a school pays much attention to children by individual and one by one, not the unilateral sex-education instruction. Most of criminals are said to have many cases of having a psychological problem. Accordingly, through the continuously psychological therapy and counseling so that the psychological problem can be solved maximally, the crime will need to be possibly prevented. Also, as for a system of installing and managing on the convenient facilities that children use often, given bringing about a change in a thought about installation in the dimension of the local self-government and the government, the sexual crime against children will be able to be prevented.
