한국 여성정책 의제의 변화와 확대 - 17대 국회 전반기 입법활동을 중심으로

국문 초록

  본 연구의 목적은 17대 국회의 여성정책 의제의 특징을 살펴보는 것이다. 이를 위해 17대 국회 전반기 동안 국회의원이 발의한 여성관련 법률안과 본회의 및 전체 상임위원회의 회의록을 분석하여 이전의 경우와 비교해 보았다.
  분석 결과, 한국의 여성정책 의제는 지속적으로 증가·확대되고 있으며, 각 시기에 따라 이전 시기에는 제기되지 않았던 새로운 여성정책 의제들이 등장하고있다. 여성의원이 증가한 17대 국회에서 보다 많은 여성관련 법률안이 발의, 입법되었고, 여성의원이 많이 소속되어 있는 상임위원회일수록 여성관련 법률안의 발의 및 심의가 상대적으로 높게 나타났다. 여성정책 의제의 내용은 시기별로 차이가 나며, 최근으로 올수록 여성정책의제는 여성 문제에 국한되지 않고 다양한 분야에 걸쳐 나타나고 있음을 알 수 있다. 뿐만 아니라 여성정책 의제의 방향이 단순한 여성 문제에서 성인지성 강화로 전환되고 있음을 확인할 수 있었다. 17대 국회에서 이루어진 여성관련 법안들은 이전에 비해 성인지성 정도가 강화되었으며, 심의과정 역시 전반적으로 보다 성인지적으로 변화하였다. 이는 17대 국회의 증가된 여성의원의 수와 입법 활동이 영향을 미친 것으로 보인다.
  이렇게 볼 때, 여성정책 의제가 성인지성을 확보하고 확대되기 위해서는 여성의 문제를 대표하는 여성의원의 증가가 필수적이며 여성의 정치적 대표성을 기반으로 하여 국회 입법활동에서의 성인지성을 확산시켜야 할 것이다.

영문 초록

  This study explored the characteristics of women"s policy agenda through analyzing legislative activities in the 17th national assembly. For this study, we carried out analysis over the change and characteristics of women"s policy agenda through analyzing and comparing assembly records of the standing committee on women"s policy agenda proposed and discussed during 2004 to 2006 year, 30th of June.
  The result of this study followed below. Firstly, women"s policy agenda proposed and discussed in the 17th national assembly has been consistently increased. Also, new women"s policy agenda that was not expected to be proposed in the past assemblies emerged in the 17th national assembly. The 17the national assembly in which women elected in national assembly have been increased saw more laws on women"s issues proposed and legislated. More laws on women"s issues proposed and discussed have been observed in the standing committee where women have more seats than men in the national assembly. Moreover, contents of women"s policy agenda varied periodically and lately showed various aspects of women"s policy agenda that was not confined to women"s problem itself.
  Secondly, direction of women"s policy agenda was that its gender-sensitiveness has went reinforced from simple women"s issue. Increased women"s seats and activities in the national assembly led men elected in the national assembly into having gender-sensitive perspectives. This could make activities in the national assembly go toward becoming more gender equality. We have also observed increase of women"s issue-related law proposed and discussed by men elected in the 17th national assembly. This clearly showed the reinforcement in terms of degree of gender sensitiveness for men elected in the national assembly.
  Considering those results, increase of women"s seats in the national assembly that could represent women"s issues is necessary in order to obtain and expand gender-sensitiveness of women"s policy agenda. Also, gender-sensitiveness in making legislative activities, based on women"s political representation in the national assembly. should be expanded.
