  Following the regulation enacted on January 11. 2007. it is expected that there will be remarkable change in the housing market as well as the implementation of price cap regulation in pre-sale price of housing that has been abolished since 1998. Under this situation. it is the intention of the present researcher to analyze the restriction on the private sector. derive the efficient alternative and suggest the policy direction in deciding the future pre-sale price.
  In this study. in relation to the influence of the implementation of price cap regulation in pre-sale price of housing, its effectiveness was analyzed through the response of supplier and user in the housing market as well as the industry concerned. In addition. following the analysis of the survey results that the substitutional supply for the private sector would be insufficient and the ratio of supply of the private sector to the total sector, the problems such as both lack of supply and housing sale price increase in the long-term basis were derived. This was researched in terms of the regulating the supply pricing structure and demand price.
  If the government relieve the applicable range of the private housing supplier with the efficient regulation. expanding their opportunity to participate in the projects to the maximum extent, the risk of supply volume that is not covered from the public housing and any other insufficient volume could be substituted with the private supply. Thus. the de-regulation against the users will result in the activation of private housing supply that would lead to the stabilization of the housing market in the long-term basis.
