국문 초록

  우리나라는 2000년 7월을 기점으로 65세 이상의 노령연구가 7%대를 넘어서면서 고령화사회로 진입하였다. 노인인구는 계속적으로 증가할 것으로 예상하여 2019년에는 노령연구의 비율이 14%를 넘을 전망이다. 노인인구의 증가는 범죄와 노인과의 관계에 있어 관심을 불러일으키기에 충분하다. 그러나 우리나라에서 주로 다루는 범죄양상을 보면 청소년이나 여성과 관련한 매매춘범죄 등에 그 한계를 두고 있음을 알 수 있다. 그리고 노인범죄와 관련한 일반적인 인식을 보면 범죄가해자보다는 범죄피해의 취약한 집단으로 보는 경향이 강했음을 알 수 있다.
  이에 본 연구는 다양한 범죄 중에서 노인범죄의 특징, 원인, 유형별 현황 등의 분석을 통하여 노인범죄예방을 위한 방안을 모색하고자 하였다. 특히 지역중심의 연계방안을 모색하여 노인범죄를 예방하기 위한 지역사회의 여러 기관들이 참여해야 하는 당위성을 찾았다. 즉, 노인범죄를 유발하는 다양한 요인들을 지역 내 기관이 연계되어 범죄환경을 변화시키고, 적절한 서비스를 제공하면서 노인범죄에 통합적으로 대처할 수 있는 방안을 제시하였다.

영문 초록

  Our country made its way into an aging society as of July in 2000 as people aged 65 and older exceeded 7 percent of the population. It is expected to continue to increase so that the percentage of the aged population will exceed 14 percent in 2019. Such increase in the elder population is enough to arouse the interest in the relationship between the crime and the elder. However, it is recognized that the aspects of crimes mainly dealt with in our country are limited to prostitution and others related to teenagers or females. It is also recognized that the common perception related to the elder"s crime has a strong tendency to look at the elder not as the harmer of the crime but as the fragile group to the crime.
  This study intended to seek plans for prevention of the elder"s crime through analysis on the present status of the elder"s crimes by property, cause and pattern among various crimes. It was justified that community-based connection plans be sought and several agencies in a community take part in them to prevent the elder"s crime. To sum up, it suggested plans for the agencies in a community to be connected to alter the criminal environment including various factors causing the elder"s crime and cope with the elder"s crime synthetically while providing proper services.
