국문 초록

  정부에서 다면평가제도를 도입한 이후 다면평가제도에 대한 많은 연구가 이루어졌으나, 대부분 특정지역의 특정기관을 중심으로 한 연구들이었고 공무원의 전국적 분포를 대상으로 한 연구는 아직까지 없는 실정이었다. 따라서 본 논문은 전국적으로 분포되어 있는 교육행정기관을 대상으로 일반직 교육행정공무원의 인식과 태도를 조사하며 다면평가제도의 설계와 운용에 필요한 정보를 획득하는 동시에 다면평가제도의 수용도에 영향을 미치는 요인을 분석하여 제도의 실효성을 향상시킬 수 있는 방안을 모색하는데 그 목적을 두었다. 교육행정기관에서 도입, 운영하고 있는 다면평가제도는 그 장점이 있는 반면에 여전히 문제점이 제기되고 있으므로 다면평가 제도의 설계와 운영에서 보다 신중한 접근이 요구되어진다. 따라서 보다 완전한 제도의 설계와 운영을 위해서는 다면평가제도에 대한 공무원의 수용도를 높이려는 시각에서 접근하여야 하며, 나아가 수용도의 영향요인을 고려한 제도의 설계와 운영이 이루어져야 한다.

영문 초록

  Korean government has adopted 360 degree appraisal system to supplement the current performance appraisal system and tried to make up for the weak points of traditional appraisal system in which the superiors appraise the subordinates. To utilize this 360 degree appraisal correctly, Korean government should try to make high degree of civil servants" acceptability of 360 degree appraisal system in the governmental organizations.
  The aims of this study are to get informations which are needed for the future designs and operations of 360 degree appraisal system in the governmental institutions and to try to find the most effective ways of operating the system. To achieve these aims, this study conducted a survey for the educational civil servants in central and local educational governmental institutions.
  In conclusion, the 360 degree appraisal system is affected much by the characteristics of system itself more than environmental factors, so the government needs to approach the design of the system with the efforts to promote the degree of civil servants" acceptability in adopting the 360 degree appraisal.
