국문 초록

  지방자치의 실시와 더불어 사회복지 분야에 많은 변화를 초래하고 있으며, 국민의 사회복지에 대한 욕구도 다양하게 변화하고 있다. 그러나 중앙정부와 지방자치단체의 사회복지는 사회 환경의 변화와 지역복지 욕구의 증가에 탄력적으로 대응하지 못하여 지역사회복지에 관한 체계적인 실천방안이 부족하여 지역사회복지 사업은 과거의 지역사회복지의 이념과 실천원칙에 입각하여 진행되고 있는 실정이다. 특히 앞으로 지역사회복지의 시대이므로 지역사회복지실천의 역할은 지속적으로 증대할 것이다. 특히 지방자치의 역사가 짧은 우리로서는 지역사회복지실천을 어떠한 방향으로 전개할 것인가는 중요한 문제이다. 이러한 측면에서 본 연구는 21세기 우리의 지역사회복지실천의 전개를 위하여 지역사회 복지실천의 의의와 대두배경을 살펴보고 복지환경 변화에도 불구하고 적극적으로 대처하지 못하는 지역사회복지관 시설의 문제점과 개선방안에 대해 알아보고자 한다.

영문 초록

  In 21st century, it"s turning to the society of focusing on the human and respecting individuals who choose and pursue various life styles and values freely, assuming high quality of life. We"ll pursue more healthful, pleasant, convenient and secure life as the life span is lengthened and the desire for quality of life moves from the material wealth to the qualitative value. The change of the social circumstances brings about that of the welfare circumstances along with various social problems, it also results in the diversification of individual needs and increase of the populations who need the social welfare service. It"ll have a tremendous influence on the welfare policies with the local autonomy, now getting on the track, and decentralization of, so called, the participation government, it"s also required serious changes in the transmission system of the social welfare. In the transmission system of the social welfare, civil social welfare service is mainly supplied by the non-profit organization like social welfare corporations, and the community welfare center can be the exemplary.
  However, many questions are being raised about the functions of the community welfare center which is conducted to improve the welfare of the local community, substantially acting as a mediator in the closest status to the residents, not only for forming solidarity between the local community and residents but also for raising ability of self-support of the low-income bracket.
  Therefore, in this study I"d like to present the analysis of the problems shown up while managing the community welfare center with the change of circumstances of the welfare system and the activation plans in operating the center as follows.
  First, it should perform the role of the comprehensive welfare center, as a mediator to promote welfare of the community people to build the connection between the local community and community people by preventing and healing the overall social problems, along with growing self-reliance of the low-income bracket and leading it to the middle class, through the synthetical and systematical operation of welfare plans.
  Second, related to the criteria for supporting budget to administrate community welfare center, it"s necessary to be subdivided with various factors, such as the subject of the administration, peculiarity of the local community and contents of the project, which is currently classified to three sections simply by the dimensions of the building.
  Third, it should be developed positively specialized programs which reflects opinions of the community people and advisory committee of the center as well as the regular research results about the need of the community people since those programs has been operated indiscriminately without considering the peculiarity of the community and people"s need.
  Forth, there should be the improvement of the treatment for the staff working in the field, doing their job solely with the pure passion and responsibility for the social welfare even in the inferior working condition. Fifth, the staff in the center must be fully aware of the needs and problems of the community people and contribute to the development of the community by obtaining cooperation among organizations and positive participation of the community people, not to mention acquiring the resources of the community to work out the problems efficiently. Especially when accomplishing various programs within the limited resources, they have to exert themselves to secure the volunteers for proper volunteer work. Sixth, with providing diversified and professional welfare service, it should fulfill their leading role in the private social welfare transmission system based on the tie-up with the public sector to embody productive and participating social welfare and to improve the quality o
