경제위기 이후 빈곤의 특성과 결정요인

국문 초록

  본 연구는 한국노동패널 1~6차년도 자료를 이용하여 경제위기 이후의 소득분배와 빈곤의 실태 및 그 특성을 분석하였다, 특히 최하 소득계층인 빈곤층과 관련하여, 경제위기 이후 고실업과 비정규직 취업의 증대 등의 양상에 주목하여 빈곤층의 특성 및 동태적 이행 과정과 빈곤의 결정 요인을 중점적으로 분석했다. 주요 결과는 다음과 같다. 전체 빈곤율은 1997년에 18.0%에서 1999년 18.5%로 증가하였다가 2002년에는 다시 12.1%로 하락하였으며, 위기 이후 빈곤의 특징 중 가장 주목할 점은 빈곤가구의 약 60%는 근로빈곤층이라는 점이다. 또한 빈곤의 진입과 탈출이 빈번하게 이루어지고 있으며, 빈곤의 진입과 탈출 결정요인으로는 가구주가 여성일수록, 연령이 높을수록, 학력이 낮을수록 빈곤진입 가능성이 높고 빈곤탈출 가능성은 낮다.
  한편, 본 연구의 분석결과에 근거한 정책적 시사점은 다음과 같다. 첫째, 빈곤 완화를 위해 대상별ㆍ집단별 차별화된 정책마련이 필요하다. 둘째, 빈곤에 빠질 확률이 높은 근로계층에 대해서는 유망분야 전직훈련 등을 통해 질 높은 일자리에 접근할 가능성을 제고해야 한다. 셋째, 지속적인 일자리 창출과 일자리의 질 제고를 위한 적극적 노동시장정책이 필요하다. 넷째, 개별적인 정책 뿐만 아니라 다양한 정책을 결합한 종합대책으로써의 빈곤대책이 필요하다.

영문 초록

  This study examines the income distribution, the actual conditions and characteristics of poverty, using the KLIPS data, since the econimic crisis in 1997. Since the 1997, high unemployment rate and non-regular job has increased. Especially, with related lowest income bracket, this paper focused on the dynamic transition process and determinants of poverty. The main results of the study are as follows. Overall poverty rate is increased 18.0% in 1997 to 18.5% in 1999, but after 2002 reduced to 12.1%. Since the economic crisis. the main noteworthy point is that the 60% of poverty household is the working-poverty. And also entry and exit to poverty is frequently occured. The main determinants of the entry and exit to poverty is female. age. and education level. As the househlder is low education level, female. elder age. the possibility of get out of the poverty is low.
  Besides the policy implications based on the analysis are as follows. First, to reduce the poverty, the discriminated policies which based on an objects, classes are needed. Second, the people who with the high possibility of falling into the poverty, working-ecucation for the promising job is needed to get the job. Third, the positive labor policies are needed to create the job and to enhance the quality of job. Fourth. the synthetic policies are necessary to reduce the poverty. not just seperated policies.
