국문 초록

  이 논문은 고등교육의 재정구조 및 지자체의 지원 현황 분석, 미국, 영국, 일본 등 주요 외국 지자체의 대학재정 지원 사례 및 시사점 분석, 지자체 담당자들을 대상으로 한 재정지원에 관한 인식과 실태조사 및 면접 등을 토대로 향후 지자체를 통한 한국고등교육 재정투자 확대방안을 모색하는 데 목적이 있다.
  지자체 고등교육 재정 확보방안으로는 ① 지역대학의 가치를 존중하는 공감대 형성 및 확산, ② 교육활동을 통한 협력 및 지원(지역대학 졸업생의 활용도 및 신입생에 대한 유인가 제고, 지역 대학생의 지역사회에 대한 사랑과 자긍심 고취를 위한 학생활동 지원, 대학 시설·설비 건립 및 운영 지원, 공무원 및 기업체 임직원 학습기회 제공, 지역산업을 위한 교육프로그램 개발 및 운영 지원), ③ 연구활동을 통한 협력 및 지원(지역산업 연계사업 및 연구지원사업의 활성화, 지역특화 산업클러스터 육성, 정부의 대학재정 지원사업에 대한 지자체 및 기업의 참여 유인책 강화), ④ 주민 삶의 질과 복지 향상을 위한 협력 및 지원(대학과 지자체간 협약을 통한 감면 혜택 부여, 지역 평생학습체제의 종합화), ⑤ 지자체의 고등교육 투자 확대 유도(종합부동산 세수의 고등교육 지원 활용, 지역인재장학금의 대폭 확대와 매칭 요건 부여, 지자체의 AP지원) 등이 포함되어 있다.

영문 초록

  The purpose of this study was to suggest the methods for increasing higher education finance from local governments. To accomplish this purpose, a lot of documents, materials and research data concerning higher education finance were analyzed and studied. And to draw and analyze the methods for increasing higher education finance from local governments profoundly, survey and in-depth interview research methods were adopted. The subjects for survey and interviewees were staffs of local governments.
  Based on the analysis of this study, eight implications and suggestions about methods for increasing higher education finance from local government were proposed: First, changing the role and position of colleges and universities for regional development; Second, strengthening the role of colleges and universities as a central base for regional development; Third, inducing investment of local governments to higher education; Fourth, methods of supporting and cooperation through education activities; Fifth, methods of supporting and cooperation through research activities; Sixth, methods of supporting and cooperation through services for welfare of residents; Seventh, supporting finance to colleges and universities using consolidated property tax; Eighth, creating conditions of matching funds for "scholarship for regional talented persons".
