사학진흥기금의 적정규모에 관한 연구

국문 초록

  국제경쟁력이 위협받고 있는 현재의 상황을 극복할 수 있는 방법은 교육과 R&D에 대한 가시적이고 지속적인 투자 및 지원이라 할 수 있다. 사립 교육기관의 경우 주로 학생들의 등록금에 의존하고 있기 때문에 여러 재정적 어려움을 겪고 있는 것이 사실이다. 본 연구에서는 사학진흥기금이 왜 기금 형태로 존속할 필요가 있는지를 검토하였고, 기금에 대한 논리적 근거를 제시하였다. 그리고 여섯 가지의 시나리오 또는 정책목표 하에서 향후 2015년까지 사학진흥기금의 적정 규모가 어떻게 되는지를 추정하였는바 1) 사학진흥기금 관련 통계치를 이용한 시계열 분석을 통해 향후 예상되는 융자규모를 도출하여, 이로부터 기금의 규모를 추정하는 경우, 2) 매년의 융자지원금 규모가 사학진흥기금의 규모뿐만 아니라 정부의 교육 관련 중ㆍ장기정책을 이행하기 위해 재단이 판단하는 사업 규모의 변동 등 정책적 판단에 따르는 정책변수라고 보는 경우, 3) 융자신청액을 융자 수요로 간주하여 신청액 대비 배정액 비율을 50% 또는 60%로 상향 조정하는 경우, 4) 학생 1인당 교사면적(고등교육기관)의 국ㆍ공립 및 사립 교육기관간 균등화를 달성하는 경우, 5) 초ㆍ중등학교 학생수를 OECD 평균에 도달하게 하는 경우, 6) 일본과 한국의 학생수, 경제력 수준, 일본 사립학교진흥ㆍ공제사업단의 융자규모 등을 고려한 경우 등이다.

영문 초록

  Nowadays the number of our products which have international competitiveness has been declining due to newly developing countries such as China and India. The obvious way to overcome this difficulty is to invest our financial resources in education and R&D. In case of education, public schools are financed through government budget. However, since private schools depend mainly on students" tuition, many of them have been suffering from financial difficulties.
  In this paper, the rationales that the Private School Promotion Fund(PSPF) should be maintained as a form of fund are presented in terms of differentiation with private resources, comparative advantage of fund compared with financing of interest rate differences, and differentiation with government budget. And the rationales of the necessity of government financing in PSPF are presented in terms of education as a public good, education as a merit good, education as a service which brings about externalities, and education as an object of investment. And then I have estimated the optimal level of PSPF through the year 2015 following the six policy targets. The first case is to estimate the fund size using the time series data of fund related variables such as loan amount. The second case is to estimate the fund size regarding the loan amount as a policy variable. The third case is to estimate the fund size in order to attain the allocation amount/application amount ratio to 50% or 60%. The fourth case is to estimate the fund size in order to equalize the school building size per student between the public and the private higher education institutions. The fifth case is to estimate the fund size in order the number of students in both elementary and middle schools to be equal to the average of OECD countries. The sixth case is to estimate the fund size considering the relationship between Korea"s and Japan"s student numbers, economic situations, and loan amounts of similar institutions. Each of them can be utilized as a rationle for increasing the size of the fund in the future.
