영국의 대학 교육활동에 대한 수식형 재정지원제도 고찰

국문 초록

  수식형은 OECD 주요국에서 널리 사용되고 있는 핵심적인 대학재정지원방식으로서 국내에서도 이에 관한 관심이 높아지고 있다. 이 연구는 영국의 대학 교육활동에 대한 수식형 재정지원제도를 분석하고, 우리 대학재정지원정책의 발전방향을 탐색하기 위한 시사점을 도출하는 데 목적이 있다. 이를 위해서 먼저 수식형 재정지원제도의 개념을 살펴본 뒤, 역사적 변천과정을 중심으로 영국의 대학재정지원제도를 개관하였다. 이어서 교육활동에 대한 재정지원방식을 고등교육과 계속교육으로 나누어 재정지원조직과 규모, 재정지원의 일반적 원칙, 기관별 재정지원액 산출절차, 재정지원금의 사용 및 사후관리 등을 분석한 뒤, 수식형을 활용한 영국의 대학재정지원제도를 평가하고, 그 시사점을 정리하였다.

영문 초록

  This study analyzed the formula funding for teaching and learning of tertiary education in the United Kingdom, and suggested some directions for funding tertiary education in Korea. This study reviewed the concept of formula funding and the historical contexts of the UK funding mechanisms. Funding organizations, general principles and priorities, calculating procedures and methods, and monitoring systems for higher education and those for further education were described separately. And the evaluation, prospects, and implications of the funding mechanisms were presented. In the UK, the formula is used generally in funding for tertiary education. In higher education, funding council grants hold 40% of the revenue of higher education institutions, and over 60% of HEFEC funds is allocated for teaching activities. The teaching funds for each higher education institutions are calculated through the standard resources and the assumed resources which reflect student numbers, subject-related factors, student and institutional premiums. In further education, the full amounts of the LSC grants is allocated for teaching and learning activities. LSC"s funding formula is consisted of national base rate, programme weighting, disadvantage uplift, area-costs uplift, and Success for all factor. The UK case gives us many implications to enhance the quality of higher education in the environments of world competition and knowledge economy.
