우리나라 공교육재정규모의 타당성에 관한 연구

국문 초록

  이 연구는 교육재정 내지는 교육재정 규모가 교육활동을 촉진ㆍ통제할 수 있다는 전제 아래 지금까지 제기되어온 교육재정규모GNP(GDP)5% 수요 주장에 대해 타당성을 검토하고, 교육재정구조를 분석하여 우리 교육의 질적 개선과 발전을 위한 합리적 방안으로서의 시사점을 얻기 위해 시도되었다. 이러한 목적을 달성하기 위해 우리나라 교육재정 규모의 결정요인을 분석하고 5%규모의 타당성을 검토하였다. 연구의 결과 우리나라의 교육재정규모는 교육현장의 여건과 교수-학습활동이 연계된 기준재정수요 요소들이 충실하게 반영되지 못하고 있을 뿐만 아니라 특히 교육성과의 질과 관련된 재정수요 요소들의 투입과 반영이 미흡한 것으로 파악되었다. 결국 타당하고 적정한 교육예산 규모가 확보되기 위해서는 교육재원으로서의 세입예산 기준항목 속에 교육현장의 여건과 교수-학습활동들이 연계된 요소들이 충실히 반영될 필요가 있음을 나타낸다.

영문 초록

  This study was done, on the precondition that if the education budget or scale of it is increased it can enhance and control education activities, to show the appropriateness of a 5% GNP budget for education and to analyze our current education budget structure so to find a solution in improving the quality of our education.
  If one wants to debate and understand the education resources, it is important that he/she knows the key concepts, policies, executions etc. regarding eduction. However, more than this, it is imperative that a stabilized and equal distribution of budget is made for an effective education system. This equal distribution of budget must be made on a basis that the budget is 5% of the GNP, along with a connection with the level of GDP. Moreover, a comparison with OECD nations should be done as well to make sure the infrastructure and condition improves.
  The education system and financial structure has until now been made according to how the system has been proceeded in the past which has resulted in a "project establishment first, request in budget second" structure. But, this sort of structure has lighted up many questions on why the budget should be how it is, and how it is being and going to be used. All of this leads to the conclusion that the scale of financial resources which has been requested by the education sector was not based on the current situation of our nation"s education.
  Strictly speaking, each country has it"s own way of producing resources into the education department, it"s own unique style of education and so on. Even so, it is hard to say that Korea has found appropriate reason to raise the education budget to 5%. Hence, it is indispensible that the authority takes a close look at how the schools are being operated(field based) so to make a effective education budget. In short, the budget should be calculated not based on how much the institutions needs, but on how much budget is required from schools and universities that actually teach those who want a decent education. Eventually, the accounting must be done on a foundation of how much is needed in educational activities, the tax revenue, expenditure, expenses needed on operating educational institutions. From the number that we get from here, additional funds from other projects must be added up.
