구미지역 산업기술인력 양성을 위한 정책방향과 과제

국문 초록

  우리나라 산업 집적지를 중심으로한 노동시장 안정과 효율적인 산업기술민력의 양성ㆍ활용ㆍ배분체계 마련은 산업클러스터 육성을 위한 필수적인 과제이다. 특히 산업생산기반과 R&D로드맵, 산업기술인력 로드맵을 일치시킬 수 있는 수요대응형 인적자원개발 방향을 모색하기 위해 구미국가산업단지를 중심으로 산업기술인력의 실태를 조사분석하고 정책과제를 도출하였다.
  본 논고에서는 구미국가산업단지 산업기술인력 수급, 이동 및 교육훈련 구조 진단을 토대로 기술인력 양성을 위한 정책과제를 도출하였다. 그리고 기술인력의 양성과 역랑 강화를 위한 정책제언을 ①노동시장 환경개선 정책, ②직업능력개발을 위한 획기적 지원 정책, ③전문인력양성 및 유치체계 구축, ④특화기술지원 플랫폼 구축, ⑤산학협력 강화 및 고용 주체간 신뢰회복 등으로 구분하여 제시함으로써 실질적인 산업기술인력정책 수립에 기여할 수 있는 방안을 제시하였다.
  그 결과 ①기술인력 수급체계에서는 중소기업 기피와 기업체 필요 인력부족 문제, ②기술인력의 이동체계에서는 빈번한 인력이동, 노동강도/스트레스, 저임금/임금격차 문제, ③기술인력의 교육훈련체계에서는 대학의 현장 중심 교육결여, ④기술인력의 수급매칭 인프라측면에서 인력정보 시스템 미비와 산학협력 필요성 등은 시급히 대처할 필요가 있는 주요 이슈인 것으로 나타났다.

영문 초록

  Stabilization of labor market and essential human resource development(hereafter HRD) & supply-demand system, focused on industrial cluster, are key factors for the development of industrial cluster. Especially, it investigated the actual condition of employee in Gumi area and deduced political agenda though elastic adaptation of HRD model, which can find a meeting point among industrial infrastructure, R&D road-map, and industrial HR road-map.
  In this study, it suggested political agenda with based on a manpower supply and demand, movement and training, with categorization of 5 sectors; l) the improvement of labor market environment, 2) supporting policy for the vocational competency development, 3) building up specialist training system, 4) building policy of specialized skill support platform 5) enhancing of academic-industrial cooperation and restoration of mutual trust between labor and management.
  In conclusion, main issues in this study are 1)lack of manpower due to evasion to small and medium enterprises, 2) frequent manpower movement, low wages and wage disparity, 3) the lack of practical training in university education, 4) the lack of manpower information system and necessity of academic-industrial cooperation, and it need immediately to cope with these problems.
