영문 초록

  Korean fisheries face stock depletion and enforcement problems even after various fisheries management tools have been used for 50years to manage the fisheries. Because of these problems, self-control management has been introduced into Korean fisheries led by the central government since 2001.   Self-control management has been increasing continuously since 2001("01 : 63 → ‘04 : 204) and members of the community"s participation has been gone up fivetimes since 2001("01 : 5,107 → ‘05 : 24,579). After 2007, most of the communities will be driven to participate in self-control management.   We have to develop Korea"s models of Self-Control Management Project to expand communities" participation. Those models will be use for making standards for community selection and formation of showing the SMP , prior and ex-post evaluation , presenting the driving course of the SMP etc.   Considering these points, This paper analyzes the characteristics of 79 model communities (2002) and shows the SMP that considers Korea"s fishery circumstances, generalizing oversea and domestic examples.   We categorize Korean SMPs into 3 types fishing village community model (I), fishing gear community (aquaculture (II-1) and coastal and offshore fishery (II-2)) and large-scale community (III). This paper also provides alternative policies to alleviate problems in different types of communities and to expand and more firmly establish the SMP in Korean fisheries.
