국문 초록

  이 논문은 최근 전 사회적 의제로 부상하고 있는 양극화 현상과 관련하여, 저소득층을 위한 기존의 평생학습정책에 대한 대안적 접근 방안을 제시하는 것을 목적으로 한다. 이를 위하여 기존의 저소득층 평생학습정책을 ‘노동시장 중심 정책’으로 범주화하고, 이를 다시 평생학습 측면에서 ‘고용중심 지원정책’과 ‘직업훈련 중심 지원정책’으로 구분하여 분석하였다. 분석 결과, 노동시장 중심 지원정책에 근거를 둔 두 가지 평생학습정책 모두 경제적 가치와 노동시장의 논리에 치중하여 ‘고용가능성’을 중심으로 제한적으로 접근하고 있었다. 이러한 접근방식은 정책대상자인 사람의 성장가치를 소홀히 다루고 있을 뿐만 아니라, 고용, 복지, 교육간의 결합이 학습자의 근본적인 변화와 사회통합을 이끌어내지 못하는 한계점을 지니고 있다. 이에 대한 대안으로서 본 논문에서는 저소득층 관점에서 ‘빈곤’과 ‘학습’의 의미에 대한 재규정을 토대로 ‘사람중심 학습복지 접근법’을 제시하였다. 그 특징은 첫째, 시장 경쟁논리가 아닌 인간 중심의 가치를 토대로 지원하는 것이며, 둘째는 저소득층을 ‘교육의 객체’가 아닌 ‘학습의 주체’로서 인식하는 것이다. 그리고 저소득층 개인의 삶에 영향을 미치는 다양한 요소를 고려한 중층적 접근을 취하는 것이다.

영문 초록

  This study aims to suggest an alternative to current lifelong learning policies for low-income adults, a subject that has recently received a lot of attention from Korean society due to the increasing disparity between the rich and the poor. For this purpose, this study has broken down current policies into an employment-centered policy and a training-centered one and has analyzed the strengths and weaknesses of each policy.   The results of the analysis show that current policies, which were labor-market oriented, were ineffective in promoting lifelong learning among low-income adults who tended to have a poor educational background. Two major factors have contributed to these results. First, the current policy has ignored a low-income adult"s potential for higher-level learning. Second, by only focusing on developing skills, the policy has ignored the effect of training on personal development and the ability to adapt to changes in society.   Based on these findings, this study suggests a ‘human-oriented learning-fare policy’ as an alternative to the current policies. The alternative policy will have the following three characteristics: First, it will be based on humanistic values rather than market-oriented values; second, it will recognize an low-income adult as an independent learner rather than the subject of lifelong learning; and, finally, it will take various factors of an low-income adult"s life into account in tailoring individual lifelong learning programs.
