복지국가 재편과 젠더 : 프랑스 보육정책을 중심으로

국문 초록

신자유주의적 지구경제의 변화, 인구고령화와 저출산 등의 거시경향적 변화와 핵가족화, 여성의 경제활동 증가, 이인소득자가족의 증가 등으로 인하여 복지지형이 변화하고 있으며, 그 변화의 핵심에 젠더의 문제가 있다. 현대 복지국가의 딜렘마는 복지국가 재편의 과정에서 어떻게 젠더를 통합시킬 것인가의 문제이다. 젠더관련 부문에서는 복지재정의 감축이나 삭제 등 직접적인 긴축보다는 복지정책의 재구성을 통하여 재편을 수행하는 것으로 나타나고 있다. 이 연구는 이러한 연구배경에서 복지국가 재편의 과정에서 보육정책의 변화와 재구성의 문제를 프랑스 사례를 통하여 살펴보고자 한다. 복지국가 재편의 과정에 편입되고 있는 신자유주의적 대안들은 "선택", "분권화", "시장", "민영화" 등이다. 프랑스 복지정책에서도 최근 20여년간 이러한 변화들이 나타나고 있다. 우선, 보육서비스를 개별화하는(Individualize) 방향으로 전환하여 가정개별보육을 양화, 발달시키고, 보육의 비용분담 방향으로 정책방향이 이전되고 있다. 여기에 사용되는 레토릭(rhetoric)은 부모의 양육과 취업에 대한 선택권과 보육서비스의 종류를 다양화시키는 전략이다. 예컨대 양육수당(APE)을 지속적으로 확대적용함으로써, 주변부 노동시장내 저소득계층 여성들의 노동시장 이탈을 촉진하였으며, 공공보육시설에 대한 직접적인 지출보다는 보육서비스를 다양화 하여 비용의 일부분담, 세금혜택 등의 간접적인 지출의 방향으로 선회하고 있다. 둘째, 당면한 실업문제를 해결하기 위하여 보육부문을 고용영역으로 대폭 끌어들여서, 등록보육사고용지원(AFEAMA), 가정내보육수당(AGED) 등을 확대시키고 있다. 두가지 수당제도는 보육부문을 공식경제영역으로 편입시키고, 잠재적인 고용을 창출하였으며, 보육종사자들을 사회보장체제로 흡수시키게 된 긍정적인 측면이 있는 반면, 여성들에게는 열악한 노동시장으로 재편입되게 하는 양면적인 결과를 낳았다. 셋째, 이러한 변화는 젠더의 관점에서 볼 때 대다수 여성들을(주로 저임금계층) 노동시장에서 이탈하게 하고 전통적인 양육자역할로 회귀하게 하였으며, 결과적으로 여성의 노동권보다는 모성권 지원으로 방향성을 전환시키고 있는 것으로 분석되었다. 나아가서 최근의 변화들은 한편으로는 저임금, 저소득층 여성들을 노동시장으로부터 이탈시키면서, 다른 한편으로는 열악한 보육시장으로 재편입시키는 이중적 과정을 통하여 여성간 계층화를 심화시키고 있다. 넷째, 재분배의 측면에서 볼 때에도 공공보육 서비스를 직접 제공하기보다는 보육비용의 분담방향으로 나아감으로써 저소득층의 가장 절실한 보육욕구를 충분히 해결하지 못하고 있다. 또한 등록보육사고용지원(AFEAMA)이나 가정내 보육수당(AGED) 등은 고용할 여건이 되는 중산층에 유리하도록 설계된 제도로 자리잡고 있어서 저소득층에게는 실효성이 적다. 이상의 프랑스 사례를 통하여 신자유주의 경제질서 속에서 보육정책은 효율성과 형평성의 문제를 새롭게 재정립할 필요가 있음을 알 수 있다. 과연 보육정책이 효율성과 형평성을 양측에 두고 어느 쪽으로 나아가야 할 것인가를 결정하는 것이 우리의 보육정책 발달에 있어서 정책선택과 결정의 중요한 갈림길이 될 것이다.

영문 초록

The welfare topography in Korea is undergoing transformation due to changing tendency towards neo-liberal global economy, macroscopic changes such as aging society and low fertility, the expansion of nuclear families, increased economic activity of women, and increased number of families with duel income earners. At the core of this transformation, there is the issue of gender. The dilemma of the modern welfare states is the integration of gender issue into the process of welfare states restructuring. It is shown that the integration of the gender issue is generally carried out through restructuring the welfare policy instead of direct curtailment methods such as the reduction or elimination of the welfare finance. In this context, this study seeks to examine the cases in France in order to analyze the problems that arises in the process of restructuring welfare states in terms of the changes and reorganization of its childcare policy. The neo-liberal solutions that are being incorporated into the process of restructuring welfare states are "choice," "decentralization," "markets," and "privatization." These qualities are apparent in the French welfare policy in the past two decades. First of all, the parents' right of choice between child-rearing and employment is broadened as well as selecting the types of childcare services. The continuous expansion and implementation of child rearing allowance(APE) has facilitated the breakaway of the women who fall under the low-income classes from the peripheral labor market. Moreover, the diversification of childcare services, instead of direct expenses on public childcare, has made it possible for indirect expenses such as partially alloted charges and tax benefits. Secondly, there are certain payment plans such as the registered childminder employment aid(AFEAMA) and the domestic childcare allowance(AGED) that are being expanded by substantially incorporated the childcare service into the hiring market in order to devise a solution for the current unemployment problem. The two payment plans have contributed in bringing the childcare into the formal economy domain, created potential employment, and ensured social guarantee for the workers engaged in the childcare. On the other hand, women have been put into the poor labor market once again as a result of the implementation of those payment plans. Thirdly, through the gender perspective, these changes have contributed most women (mainly in low- income classes) have seceded from the labor market and returned to play the traditional role as caregivers. Consequently, these changes supported the women's maternal rights in lieu of their labor rights. Furthermore, the recent changes on one hand, have induced the breakaway of the women who are in low-income, low-wage classes, but on the other hand, they caused these women to end up again in the poor childcare market. These dualistic consequences have deepened the strata among women. Fourthly, the imperative childcare need of the people in the low-income classes is still not satisfied since the public childcare service is not directly provided but the policy is focused on the allotment of childcare expenses. Moreover, the policies such as the registered childminder employment aid(AFEAMA) or the domestic childcare allowance (AGED) are designed to be more beneficial to the middle-class people who are more likely to acquire employment than the people in the low-income classes. The above discussion reveals the imperative need to reestablish the relationship of efficiency and equity of the childcare policy in current Korea. Indeed, the crucial decision that needs to be made with respect to the childcare policy in the future depends on which path it would take between the way of efficiency or equity.
