Women workers have made a critical contribution for the high rate of economic growth of the Republic of Korea in the last twenty years. However, they have the typical characteristics of secondary labour market workers; low wage, high attrition rate, lower status, younger in age, and lower educational attainment.
Women with higher education, on the other hand, had shown a lower degree of economic participation, while their aspirations of employment and career development have increased greatly over the recent years.
The objectives of this research are;
1) to compile data on employment of women university graduates,
2) to analyse the situation and identify the barriers for their employment,
3) to find recommendations for overcoming the barriers and promoting employment of women university graduates.
The methods employed for the research are literature review, survey with questionnaire, in-depth interviews and group discussions of interested parties.
The rate of placement of women university graduates has decreased since 1978. In 1985, only 37.6% was known to have held a job. Our survey of women undergraduate shows 96.7% plans to work after graduation. They regard taking a job as a part of their life time plans, in other words, a lifelong occupation which fulfills their needs for self-actualization rather than a temporary time filler before marriage.
The problems felt by the employers in employing women are expressed in terms of lack of commitment for the job typical of women workers. However, the employers themselves admit that women workers are not given fair opportunities to prove their capabilities. Sex discrimination in working conditions is an overwhelmingly universal phenomenon.
The lack of placement services and information network can also be identified as important problems hindering the promotion of women's employment.
A right proximity of prediction of future socio-economic structures is necessary for making recommendations and strategies to promoting women's employment. One of the most dominant predictions of future Korea is that the socio-economic structures will take a similar form of advanced countries of today. This means there will be higher demand for workers in science and technology, and in service sectors. Therefore, women ought to be trained and educated in these areas in order to participate in such developmental processes.
The recommendations proposed in this research are as follows:
Firstly, the functions of career developtment, job training, information networking, and placement services ought to be strengthened.
Secondly, at the university level, courses enhancing career consciousness and job capabilities ought to be included in the curriculum, an example for which could be "Women's Studies." Also universities ought to have flexibilites to incorporate educational processes for advanced technologies, and to incorporate systems such as internship for job training.
Thirdly, universities ought to establish (or strengthen) services for placement, establish college of applied science, and special graduate schools to accomodate changing needs as an advanced industrialized society.
Fourthly, most of all a cooperating system of industry, government and universities needs to be developed. A special system has to be established in order to provide equal opportunities for women and men and to prohibit all kinds of discrimination of employment. Also a responsible body for women's labour force utilization ought to be established to provide support for such cooperation. Such a body can also provide various support systems for married women with children and ways of overcoming barriers experienced by women workers and employers alike.
